Job Overview:

The M&E Officer is responsible for designing, implementing, and managing a monitoring and evaluation system to track project performance and impact. This role ensures data-driven decision-making, quality assurance, and accountability by collecting, analyzing, and reporting data across project activities.
 

Job Description:

Monitoring and Evaluation:

  • Develop and implement M&E frameworks and data collection methodologies specific to project requirements.
     
  • Oversee data collection, management, and quality assurance processes, ensuring alignment with project goals.
     
  • Conduct regular field visits to monitor project activities and verify data accuracy.
     
  • Analyze and summarize findings to support project reporting and evaluations.
     
  • Maintain a comprehensive list and schedule of funding reports, including detailed requirements for each donor/grant.

Capacity Building:

  • Train field staff and local partners on data management, analysis, and results-oriented programming.
     
  • Provide guidance on basic surveying, sampling techniques, and report writing.
     

Reporting and Documentation:

  • Assist with the documentation and reporting of assessments, program data, lessons learned, and best practices.
     
  • Ensure continuity in program and operational reporting templates that facilitate information aggregation.
     
  • Prepare and submit timely and accurate M&E reports to stakeholders.

Coordination:

  • Coordinate with relevant departments to track routine activities and ensure alignment with project objectives.
     
  • Facilitate and manage field visits by donors and partners.
     

Additional Duties:

  • Ensure the implementation of project activities by mobile teams and plan activities in a timely manner.
     
  • Perform any other tasks assigned by the line supervisor.

 

 

Job Requirements:

Job Requirements:

  • Education: Bachelor's Degree in economics, project management, data management, monitoring and evaluation and/or social sciences.
  • Work Experience: At least 3 years of relevant experience or health management/provincial supervisor. 

Experience:

  • At least 3 years’ experience.

Skills & Competencies:

  • Proficient in Microsoft Word, Excel, and Outlook.
  • Strong Communication skills
  • Ability to travel to remote areas and districts.
  • Ability to work effectively in a team
  • Languages: Fluency in English and Local Language(s).

Personal Characteristics:

  • Tolerance, Flexibility, Honesty and Being cautious.

Working Conditions:

  • Based in Kabul, with standard working hours from Saturday to Thursday, 8:00 AM to 4:00 PM. The role may require occasional travel within Afghanistan.
