Purpose of the Position
The Provincial Community Mobilizer will lead and coordinate community mobilization and engagement activities at provincial level, ensuring effective community participation, learner identification, retention, and smooth coordination between communities, field teams, and project management.
Key Duties and Responsibilities
Community Mobilization & Engagement
- Lead community mobilization activities at provincial and district levels in coordination with local authorities and community leaders.
- Establish and support Village Skills Committees (VSCs) for each SDL class.
- Facilitate community meetings to introduce project objectives, selection criteria, and roles.
Learner Identification & Registration
- Oversee transparent and inclusive learner identification and registration processes in line with UNESCO-approved criteria.
- Ensure inclusion targets are met (minimum 60% women, 10% IDPs/returnees, 3% persons with disabilities, widows, and vulnerable groups).
- Verify learner data and documentation before submission to the project team.
Supervision & Coordination
- Supervise and provide technical guidance to District Community Mobilizers.
- Coordinate closely with Field Coordination Officer and Project Officer on field implementation.
- Support establishment of community-based learning spaces in line with UNESCO Minimum Standards.
Monitoring & Reporting
- Conduct regular field visits to monitor community engagement, learner attendance, and retention.
- Prepare and submit regular community mobilization and monitoring reports.
- Collect and submit required documentation (photos, signed lists, meeting minutes).
Safeguarding & Accountability
- Promote safeguarding, PSEA, GBV, and child protection principles at community level.
- Ensure Complaint and Feedback Mechanisms (CFM) are displayed and explained in all learning spaces.
- Immediately report any safeguarding concerns or community-related risks.
