MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

The Role: 

The Monitoring and Evaluation (M&E) Officer will play a vital role in supporting the routine data systems and driving data use within MSI Afghanistan. This role focuses on utilizing data to generate insights that improve program performance, operational quality, and donor accountability. The M&E Officer will collaborate closely with Service Delivery Channel leads and other key decision-makers, assisting in the integration of evidence into program management processes and supporting the delivery of strategic research studies. The officer will be instrumental in ensuring that M&E activities contribute to the scale, quality, and sustainability of MSI programming.

We are looking for a Monitoring and Evaluation Officer who is:

Key Responsibility 1: M&E Planning and Implementation Support

  • Support in developing and implementing M&E plans: Assist in reviewing and finalizing M&E plans for annual and project-specific activities. Ensure alignment with global indicators and operational objectives.
  • Assist in data utilization and reporting: Help develop and roll out data collection tools and dashboards to enhance performance management. Undertake detailed analyses of routine data and produce actionable insights for operations.
  • Support data validation: Ensure the accuracy, consistency, and reliability of data by reviewing the data collection processes, performing routine checks, and troubleshooting discrepancies.
  • Capacity building for data use: Provide technical support to team members and service delivery staff on M&E systems and tools to enhance their capacity for data collection, analysis, and decision-making.
  • Contribute to business planning: Help integrate evidence-based insights into the business planning process by assisting in the development of budgeted evidence plans for key donor-funded projects.
  • Support evidence-based decision-making: Assist in developing reports and data visualizations that support staff at all levels in their decision-making, ensuring data is used for adaptive programming.

Key Responsibility 2: Research and Evidence Generation

  • Assist in the design and implementation of research studies: Support the design, implementation, and dissemination of key research studies, including needs assessments, consumer satisfaction surveys, and evaluations.
  • Assist with research management: Help in managing research budgets, including tracking expenses and ensuring the efficient use of resources.
  • Support research partnerships: Provide support in coordinating relationships with external research partners and consultants, ensuring timely and high-quality delivery of research projects.

Key Responsibility 3: Monitoring and Evaluation for Donor-Funded Projects

  • Provide M&E input into project proposals: Assist in developing M&E frameworks for donor-funded projects during the proposal stage, ensuring that M&E components are in place.
  • Support donor reporting: Contribute to donor reports by providing inputs on M&E progress and ensuring that key performance indicators (KPIs) are being tracked and reported accurately.
  • Provide technical M&E support during project implementation: Ensure data is used for program improvements and that compliance with donor requirements is met.

Key Responsibility 4: Data Analysis and Reporting

  • Conduct data analysis: Analyze both quantitative and qualitative data to generate insights and improve programming. Use statistical software (e.g., SPSS, STATA) to perform advanced analysis techniques as needed.
  • Report writing and dissemination: Write clear, concise reports, including graphical outputs and charts, to communicate findings to a wide range of stakeholders, including senior management and external donors.

Key Responsibility 5: Administrative Support and Team Collaboration

  • Maintain M&E systems: Assist in maintaining routine M&E systems and contribute to regular updates, reporting, and evaluations.
  • Support team collaboration: Work closely with the Evidence and Insights team to ensure alignment and coherence across M&E activities and research efforts.
  • Minimum of 3 years of experience in M&E or research, including support for study design, data analysis, and reporting.
  • Experience with data visualization, analysis tools, and statistical software (e.g., SPSS, STATA, Excel).
  • Strong analytical skills and attention to detail.
  • Excellent written and verbal communication skills, including the ability to present complex data in simple terms.
  • Familiarity with M&E systems and frameworks in health or development sectors.
  • Experience with capacity building and providing training to staff or partners.
  • Ability to manage multiple tasks in a fast-paced environment and meet deadlines.
  • Ability to collaborate effectively with teams and external partners.

 

Job Requirements:

Essential:

  • Bachelor’s degree in a relevant field (e.g., Social Sciences, Public Health, Statistics).
  • Experience or training in quantitative research methods and data analysis.

Desirable:

  • Master’s degree or equivalent in public health, epidemiology, statistics, international development, or a related field.
  • Additional training in research design, impact evaluation, or qualitative research methods.
  • Research ethics training.
