MAIN RESPONSIBILITIES:
In the context of the Afghanistan mission, the Head of medical department will be specifically in charge of:
• Designing, planning, implementing, adapting, and monitoring health and nutrition programs’
• Ensuring the quality and relevance of health and nutrition activities, practices, and data
• Directly or indirectly leading/supervising medical teams (MdM or partners)
• Participating in the definition of the country strategy led by the head of mission/General Coordinator
• Lead the design of new projects/programs and contribute to the development of new proposals to donors
WORKING RELATIONSHIPS:
• Hierarchical link: Head of mission/General coordinator
• Functional link: Health Advisor based in HQ
• Team under his/her direct supervision: Medical/program team
ROLES:
1. Program Management
• Participates to the development of the general strategy on MdM activities with the General Coordinator and the team.
• Drives the medical and technical aspects in the development of MdM’s strategy in collaboration with the General Coordinator.
• Ensures the programmatic strategy is in line with MdM’s global Strategic Plan 2 and its “Battles”
• Makes sure the different components of the program are consistent and in link with population needs
• Lead the design of new projects/programs and proposal development together with the General Coordinator and Grants Officer
• Contribute to the development of the donor strategy, as well as the development of partnerships and consortia with relevant actors
• Participates to the implementation of harm reduction, nutrition and medical activities in link with the needs of the focused areas of intervention (ex: training of MdM doctors, training on health education, capacity building on reporting, pharmacy management etc.).
• Ensures the quality and relevance of medical activities through delegation to medical program managers. Set up a monitoring system (with Monitool) and participate to the monitoring on a regular basis the different components of the program and to set up corrective measures in case of need.
• Ensures a rapid and appropriate response in the event of a sudden change by adapting the program if necessary (outbreaks, malnutrition, new needs arising, opening of new programs, etc.).
• Conducts Rapid Health Assessments/explo visits when requested.
• Analyse the medical data on monthly basis and provide feedback to the Coordination team and partners.
• Contribute to set up mission emergency preparedness and response plan implementation.
• Co-operate with the administration team regarding budgeting and be the budget holder for medical purchases (drugs, equipment, consumables, trainings, etc.)
2. Team management
• Recruit staff under his/her direct or technical management.
• Ensure proper induction, capacity building and on the job training to team members.
• Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility.
• Organise and conduct regular medical department meetings.
• Participate in Disciplinary processes.
• Define, roll out and supervise the whistleblowing policy and tools.
3. Management of medical stock and logistic chain for nutrition and medical purchase
• Ensure in collaboration with Logistic department that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints.
• Supervise medical purchase process (needs evaluation, orders, quality).
• Ensure the supervision of the pharmacist (consumptions, orders & inventory) in collaboration with the medical team.
4. Coordination with NGOs/local associations and representation
• Participate to the different medical meetings, especially Nutrition and Health Clusters meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the Health Cluster members.
• Establish and maintain good relationship with Ministry of Public Health (MoPH) and Provincial Public Health Departments (PPHDs) to ensure all project activities are carried out with their agreement.
• Support the team in finalizing MoU’s and Partnership agreements.
• Liaise with the de facto authorities and/or appointed local medical authorities in the focused governorates/districts where MdM is presently working.
• Ensure coordination and work in close collaboration with partners and community representatives.
Evaluate the needs and request of our partners.
• Coordinate with UNFPA, WHO, UNICEF, and WFP to receive supplies for reproductive health, health emergencies, moderate acute malnutrition (MAM), and severe acute malnutrition (SAM).
5. Reporting and Internal Communication
• Participate to MdM internal meetings.
• Elaborate monthly Sitrep with the team.
• Ensure regular contacts with General Coordinator and Health Advisor.
• Participate in the writing of donor’s activity reports and proposals.
• Provide the needed information and available materials for advocacy and visibility on MDM action, humanitarian situation in Afghanistan.
• Ensure MdM report to HRP through cluster hubs monthly.
