BiN-AR Turkish Company Branch JV Zaid Ahmadi Trading, Construction and Logistic Services Company is currently implementing the Construction of Sar-e-Pol to Faryab Road, Lot 1 (30 km).

The project includes road design and construction, earthworks, drainage structures, culverts, retaining walls, pavement layers, asphalt works, and road-safety facilities.

Job Descriptions:

The Deputy Project Manager will assist the Project Manager in leading, coordinating, and controlling all project activities.

The position is responsible for ensuring that the works are completed safely, within the approved schedule and budget, and in accordance with the contract, approved drawings, technical specifications, quality requirements, and Ministry of Public Works standards.

The Deputy Project Manager will act on behalf of the Project Manager when officially authorized.

Duties and Responsibilities

  • Assist the Project Manager in planning, managing, and controlling all project activities.
  • Coordinate the design, construction, survey, quality control, laboratory, planning, commercial, procurement, logistics, finance, and safety teams.
  • Monitor daily, weekly, and monthly physical and financial progress.
  • Review the baseline programme, construction schedules, resource plans, procurement plans, and cash-flow forecasts.
  • Assign responsibilities to project personnel and regularly evaluate their performance.
  • Ensure the timely availability of required construction materials, machinery, equipment, fuel, spare parts, and manpower.
  • Ensure that construction resources are efficiently allocated and utilized.
  • Identify project delays and constraints and implement corrective and recovery measures.
  • Supervise roadworks, including excavation, embankment, subgrade, sub-base, base course, asphalt works, drainage structures, culverts, retaining walls, and road-safety works.
  • Ensure that all activities comply with approved drawings, technical specifications, method statements, and applicable standards.
  • Review technical submissions, shop drawings, method statements, RFIs, material approvals, and inspection requests.
  • Coordinate and monitor subcontractors, suppliers, project personnel, machinery, and construction resources.
  • Monitor project costs, quantities, variations, claims, subcontractor payments, and interim payment applications.
  • Ensure implementation of the Quality Control Plan and approved inspection and testing procedures.
  • Ensure compliance with health, safety, environmental, traffic-management, and dust-control requirements.
  • Coordinate with the Ministry of Public Works, supervising team, government authorities, subcontractors, suppliers, and local communities.
  • Attend progress, technical, coordination, and contractual meetings.
  • Identify and manage technical, contractual, financial, operational, safety, and stakeholder-related risks.
  • Prepare and review daily, weekly, monthly, and special project reports.
  • Maintain complete project records, correspondence, approvals, instructions, and supporting documents.
  • Report major project issues, risks, delays, and required decisions to the Project Manager and company management.

Education

Bachelor’s degree in Civil Engineering or Transportation Engineering from a recognized university.

A master’s degree in Transportation Engineering, Highway Engineering, Construction Management, Project Management, or a related field will be preferred.

Experience

  • Minimum 15 years of professional experience in road and highway construction.
  • At least 10 years of experience in senior project-management positions.
  • Proven experience as a Project Manager, Deputy Project Manager, Construction Manager, or in a comparable position on major road projects.
Job Requirements:
  • Strong knowledge of road and highway construction methods.
  • Extensive experience in earthworks, pavement layers, asphalt works, culverts, drainage structures, and retaining walls.
  • Experience in design-build road projects will be preferred.
  • Strong knowledge of project planning, cost control, contract administration, procurement, quality control, risk management, and progress reporting.
  • Ability to manage multidisciplinary teams, subcontractors, suppliers, and heavy construction machinery.
  • Ability to interpret contracts, technical specifications, engineering drawings, Bills of Quantities, schedules, and test results.
  • Familiarity with internationally recognized road standards and Ministry of Public Works requirements.
  • Proficiency in Microsoft Office and Primavera P6 or Microsoft Project.
  • Excellent communication skills in Dari and/or Pashto.
  • Working proficiency in English.
  • Willingness to work full-time at the project site in Sar-e-Pol Province.
