Welthungerhilfe it is one of Germany's biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 projects in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Descriptions:

§  Ensure adherence to WHH’s policies, tools, handbooks, and guidelines.

  • Monitor the field activities through WHH monitoring and evaluation tools.
  • Assist in developing operational monitoring tools (questionnaires, databases, survey forms, etc.)  with the MEAL Officer.
  • Conduct regular data collection and provide active support to enumerators (including MEAL induction and required training, travel to project sites and household visits), data entry & quality check and cleaning, data analysis based on project requirements ensuring data accuracy and reliability.
  • Actively collaborate with the MEAL Officer and provide inputs to develop databases on project activities and assist in updating the database according to the project requirements.
  • Assist in developing/updating MEAL-related technical guidelines, manuals, tools, procedures, and concept papers upon request of the Head of the MEAL unit.
  • Provide inputs to project reports and publications upon request of the management team.
  • Actively participate in Programme/MEAL meetings as required and provide MEAL verbal and written updates every week to the management team.
  • Maintain quality and complete records of MEAL deliverables in the relevant places including ProMIS, SharePoint and MEAL folders.
  • Aim to continuously develop personal and organizational expertise on MEAL issues (using training, distance study, experience sharing with partners, etc.)
  • Lead on using CommCare  Flow Data collection platform for all the WHH projects and deliver capacity-building training to partners and the WHH-relevant teams and staff.

§  Coordinate the internal MEAL procedure and practices within the WHH MEAL Team.

§  Timely and properly Update the Trackers and logs for the project's MEAL activities at the central region level.

§  Closely monitor the data collection process with a focus on data quality assurance and provision of frequent data quality check feedback and its record properly.

  • Assist in preparing the weekly/monthly schedule of monitoring and evaluation-related activities.
  • Update the MEAL tax tracker for existing and new projects timely  
  • Perform other tasks as required/assigned by the line supervisor
Job Requirements:

A.    Education requirements: University degree in Social Sciences, Management, Economics, Environment Sciences, Natural Sciences, Engineering or any other relevant field preferred.

B.     Experience: 3–5 years of relevant MEAL experience with an international organization.

C.     Other qualifications:

·       Excellent understanding of local context needs and challenges of the local communities.

·       Has good time management skills and can take on multiple work streams simultaneously.

·       Nice, open-minded personality, willing to work in multicultural/multinational settings.

·       Highly approachable, trustworthy, and confidential.

Preferred skills:

·       Fluent in speaking and writing in the following languages: English and Dari/Pashto.

·       Computer skills including the ability to operate spreadsheets and word processing programs/systems and databases at a highly proficient level.

·       Effective public relations and public speaking skills and research and program development skills.

·       Team working skills.

·       Good reporting writing skills.

·       Problem-solving and basic counseling skills.

·       Negotiation skills and effective verbal and listening communication skills.

·       Stress management skills.

·       Data management and analysis skills.

·       Proficiency in AkvoFlow (or a similar data collection application) is preferred.
