Job profile

The WASH Project Manager will be responsible for the overall management, coordination, and implementation of Afghanaid’s WASH projects at the provincial level. The position will ensure effective delivery of WASH activities in line with approved project plans, donor requirements, humanitarian standards, and organizational policies.

The WASH Project Manager will provide leadership and guidance to WASH project staff, oversee project planning, implementation, monitoring, reporting, and quality assurance, and ensure that WASH interventions are delivered effectively, efficiently, and on time. The position will also be coordinating with relevant stakeholders, communities, and humanitarian actors.

Key Responsibilities:

·         Lead the planning, coordination, implementation, monitoring, and evaluation of WASH projects in accordance with project proposals, work plans, donor requirements, humanitarian standards, and organizational policies.

·         Manage and oversee all WASH project activities, including water supply, sanitation, hygiene promotion, emergency WASH interventions, and early recovery activities, ensuring timely and quality implementation.

·         Conduct and/or lead WASH technical assessments in coordination with project teams, communities, government authorities, WASH cluster partners, and other relevant stakeholders to identify needs and design appropriate interventions.

·         Develop and ensure the application of appropriate technical standards, guidelines, and quality assurance mechanisms for all WASH activities, including construction, rehabilitation, hygiene promotion, water trucking, and emergency WASH responses.

·         Ensure quality assurance of all ongoing WASH activities and immediate emergency interventions, including water trucking and the distribution of emergency sanitation and hygiene facilities and kits.

·         Develop detailed project implementation plans, activity schedules, procurement plans, and resource requirements in coordination with relevant departments and field teams.

·         Supervise, mentor, and provide technical guidance to WASH project staff, including hygiene promoters, engineers, field officers, and other support staff, ensuring effective teamwork and capacity building.

·         Prepare, adapt, and facilitate WASH training materials and conduct trainings for project staff, community members, and other stakeholders on hygiene promotion, sanitation, water safety, WASH facility management, accessibility, and water efficiency.

·         Support the design, implementation, and monitoring of hygiene promotion activities, including community awareness sessions, behavior change initiatives, and community engagement approaches.

·         Monitor project progress against approved work plans, indicators, budgets, and targets; identify challenges and implement corrective actions to ensure successful project delivery.

·         Ensure timely collection, analysis, and reporting of accurate WASH project data to support decision-making, donor reporting, and program development.

·         Coordinate the preparation of regular project reports, including donor reports, internal updates, success stories, lessons learned, and other required documentation.

·         Support budget management, expenditure tracking, and financial planning to ensure effective and efficient use of project resources in coordination with finance and administration teams.

·         Establish and maintain effective working relationships with local authorities, WASH cluster partners, NGOs, communities, private sector actors, and other relevant stakeholders.

·         Represent the organization in WASH cluster meetings, coordination forums, technical working groups, and other relevant meetings as required.

·         Coordinate with other program sectors to ensure integrated programming and maximize the impact of WASH interventions.

·         Support the design and implementation of assessments, including KAP surveys and other monitoring activities, and ensure proper data collection, analysis, and documentation.

·         Provide technical and operational support to field teams on WASH strategies, methodologies, best practices, and compliance with humanitarian principles and standards.

·         Ensure compliance with organizational policies, safeguarding principles, accountability mechanisms, and relevant humanitarian standards throughout project implementation.

Job Requirements:

Education & Professional Qualification

The position holder must possess a Bachelor’s in WASH Engineering, or other relevant field, with extensive professional experience in WASH projects with INOGs or NGOs 

Work Experience

At least 5 years’ demonstrable experience in WASH project management and implementation with INGOs or NGOs.

Demonstrated experience implementing MPCA (Multipurpose Cash Assistance) activities in humanitarian programmes.

Desirable

 

        Experience and strong understanding of the security situation and the operating environment in Afghanistan (or a similar conflict-affected context)

        Previous WASH project management experience

        Master’s degree in WASH Engineering or related field
