The Provincial Program Coordinator (PPC) will play a key leadership role in ensuring the effective and efficient implementation of all program activities in Badakhshan and Takhar Provinces. The organization is implementing a range of education and women’s empowerment projects, including Early Childhood Development (ECD), Community-Based Education (CBE), Remedial Classes, Accelerated Learning Programs (ALP), Women’s Livelihood Programs (WLP), and other initiatives aimed at improving access to quality education and livelihood opportunities for marginalized communities. As the focal point for program implementation in the provinces, the PPC will be responsible for leading, coordinating, and managing overall project delivery, including planning, monitoring, staff supervision, reporting, stakeholder engagement, and ensuring compliance with organizational policies, donor requirements, and community needs. The role requires strong leadership, program management, and communication skills, along with the ability to work effectively in complex and sensitive environments.
Key Responsibilities:
Program Management & Coordination
- Oversee the planning, implementation, and monitoring of all projects in Badakhshan, including ECD, CBE, remedial classes, LP, WLP, and other education and livelihood initiatives.
- Ensure activities are implemented on time, within scope, and according to approved budgets and donor requirements.
- Develop and update provincial work plans, ensuring integration and coordination among different projects.
- Provide technical guidance and support to field teams to maintain program quality and consistency.
- Identify implementation challenges and develop practical solutions in coordination with the Program Manager.
Staff Supervision & Capacity Building
- Directly supervise project officers, field coordinators, and support staff in Badakhshan.
- Provide regular coaching, mentoring, and performance evaluations for staff.
- Facilitate capacity-building initiatives to strengthen staff knowledge on project management, community engagement, safeguarding, and reporting.
- Ensure a positive, inclusive, and productive team environment in line with organizational values.
Monitoring, Evaluation & Reporting
- Work closely with the M&E team to ensure proper data collection, reporting, and analysis at the provincial level.
- Conduct regular field monitoring visits to assess project progress, quality, and compliance.
- Prepare and submit high-quality monthly, quarterly, and annual reports to the Program Manager.
- Document success stories, lessons learned, and best practices from field implementation.
Community & Stakeholder Engagement
- Serve as the primary focal point for provincial authorities, community leaders, School Shuras, and other stakeholders.
- Build and maintain strong relationships with government departments (DoE, DoWA, DoLSA, etc.), NGOs, and local partners.
- Represent the organization in coordination meetings at provincial level.
- Ensure strong community participation, feedback mechanisms, and accountability in all projects.
Risk Management & Safeguarding
- Identify and mitigate risks that could affect project delivery, including security, operational, and community-related challenges.
- Ensure staff adherence to safeguarding, child protection, gender equality, and anti-harassment policies.
- Report any safeguarding concerns immediately to senior management.
Other Duties
- Support proposal development and donor engagement activities as needed.
- Facilitate external monitoring or donor visits in the province.
- Perform other duties assigned by the Program Manager or senior leadership.
