1. Background
The Survivor Community-Led Response (SCLR) approach empowers crisis-affected populations to drive their own recovery by strengthening local initiatives, supporting self-help groups, and providing small grants that enable communities to design and implement their own solutions. This approach recognizes survivors and local actors as first responders, building resilience and sustainable recovery.
OCHR is implementing an SCLR project in targeted districts of Nangarhar province, aiming to strengthen community-led mechanisms, foster inclusive participation, and ensure meaningful engagement of women, youth, marginalized groups, and persons with disabilities. To ensure effective coordination, delivery, and quality assurance, we are seeking a dynamic and experienced Project Manager.
2. Purpose of the Position
The Project Manager will provide overall leadership, strategic direction, and management of the Survivor Community-Led Response project. S/he will ensure that project objectives are achieved in line with donor requirements, organizational policies, and SCLR principles of community ownership, accountability, and sustainability.
3. Key Responsibilities

Lead the planning, implementation, monitoring, and reporting of the SCLR project.

Supervise and support project staff and ensure effective teamwork, capacity development, and performance management.

Facilitate and oversee the provision of small grants to community-led groups and initiatives.

Strengthen community structures to lead decision-making, planning, and implementation of activities.

Ensure accountability and transparency mechanisms are in place for community engagement and resource use.

Build and maintain effective partnerships with local authorities, civil society organizations, and other humanitarian and development actors.

Represent the project in coordination forums, clusters, and working groups.

Collaborate closely with Monitoring, Evaluation, Accountability and Learning (MEAL) teams to capture lessons and best practices.

Oversee project budget planning, monitoring, and expenditure tracking in compliance with donor and organizational guidelines.

Support community groups in managing and reporting on small grants with accountability and transparency.

Work with MEAL teams to design and implement participatory monitoring and evaluation tools.

Document and disseminate lessons learned, success stories, and best practices in SCLR.

Ensure adaptive management by integrating community feedback and evidence into project decisions.

Ensure safeguarding standards are integrated throughout project design and implementation.

Identify and mitigate project risks, including security, operational, and reputational risks.
