MISSION
Under the supervision of the Emergency Coordinator, the Emergency Program Manager leads the rapid response initiatives in the Northwest Region.
The position includes supervision of Solidarités International's local partners, development and technical management of emergency responses, strategic direction and quality assurance of activities, and coordination with stakeholders.
While the position will mostly be dedicated to the First-Line Emergency Response (FLER) project (70%) the Emergency Program Manager will also support the implementation of other emergency response projects (30%).
RESPONSABILITIES
1. Project proposal development
- In collaboration with partners, lead the development of program activity budget including bills of quantities, human resources, and logistics needs, etc.
- Contribute to the writing of narrative sections of project proposals in English.
2. Alert Management and Assessments
- Supports the partners in setting up solid early warning systems in targeted areas and in line with project proposals and/or SI guidelines.
- In collaboration with local partners, ensure the functioning and efficiency of the early warning system with timely reception of alerts.
- Daily monitoring and tracking of incidents, clashes, and displacements in targeted areas of intervention.
- In collaboration with local partners, ensure that rapid needs assessments (RNA) and market assessments are carried out in a timely manner.
- Check RNA and market assessment databases and contribute to or fully write rapid needs assessment reports in English.
3. Emergency Project Implementation, Reporting and Monitoring
- Ensure that partners have pre-positioned capacities in relevant locations and framework agreements with financial service providers and suppliers to allow for timely interventions.
- In line with FLER common rationale or other project proposals, support local partners in designing each intervention based on RNA and market assessment findings, and using FLER / SI tools.
- Ensures that all project activities are planned and carried out in line with SI SOPs, project proposals and donor’s guidelines.
- Ensure that all project activities are aligned with sector standards for basic needs, WASH, Shelter/NFI, FSL, protection and gender, etc.
- Ensure that partners are implementing activities in compliance with the Sub-Award Agreement conditions.
- Check all program documents received from partners and share the validated package to SI Partnership and Compliance Supervisor.
- Support the partners in writing intervention reports in English and ensure that information provided is accurate and supported by proper documentation.
- Cross-check either through remote methods or field visits – when possible – the quality of the activities being implemented by SI’s local partners.
- Update SI’s internal reporting and monitoring tools.
- Prepares external reports and annexes concerning his/her activities for donor reports and/or amendment.
- Ensure the timely conduction of Post-Distribution Monitoring and contribute to PDM analysis and report writing.
4. Logistics and Financial Management
- Ensures the monthly budget follow up (BFU) of the activities through partners BFU review and checking as well as partners’ cash flow forecasts update.
- Liaise with local partners for stock management update and inventory reports.
- Contribute to ensure quality control of the prepositioned stocks.
5. Capacity building of partners and project stakeholders & Lessons learned
- Contribute to partners’ capacity assessment and identification of training needs.
- Contribute to the creation/development of training materials and lead or participate in the organization of trainings for local partners and other project stakeholders (community/township focal points, etc.).
6. Coordination and Representation
- Lead weekly project coordination meetings with SI’s local partners and share meeting minutes.
- Ensure daily communication with local partners to follow up on action points and ongoing or planned activities.
- Lead and / or participate in FLER coordination meetings at township and State levels.
7. Institutional Knowledge Building
- Write capitalization documents in accordance with SI tools.
- Draw and disseminate lessons learned for each intervention and contribute to after action reviews.
- Prepares handover reports before the end of his/her employment contract and forward them to concerned parties in the mission.
