The Provincial Hospital Director is responsible for the overall leadership, strategic direction, and operational management of the Provincial Hospital. This includes ensuring high-quality, patient-centered healthcare services, compliance with national health standards, effective use of resources, stakeholder engagement, and alignment with the Essential Package of Hospital Services (EPHS), MoPH guidelines, and donor requirements.

Lead the development and implementation of the hospital's strategic and operational plans.

Chair the Hospital Management Team and provide oversight to medical, nursing, administrative, and support units.

Ensure hospital services align with EPHS standards, organizational goals, and MoPH health strategies.

Manage day-to-day operations of all departments to ensure smooth and efficient hospital functioning.

Monitor resource utilization, infrastructure maintenance, and general administrative services.

Ensure a clean, safe, and secure environment in all hospital areas.

Ensure delivery of high-quality inpatient, outpatient, emergency, surgical, and diagnostic services.

Monitor and evaluate performance indicators, patient satisfaction, and quality improvement initiatives.

Supervise infection prevention and control (IPC) and patient safety standards.

Collaborate with the finance team to prepare and manage hospital budgets and expenditure reports.

Oversee proper utilization of funds and implementation of cost-effective measures.

Ensure timely submission of financial reports to donors and central management.

Supervise recruitment, training, and performance appraisal of hospital staff in coordination with PPHD and HR departments.

Promote staff motivation, ethical conduct, and professional development.

Ensure a well-structured duty roster, adequate staffing levels, and equitable workload distribution.

Actively engage with the Hospital Community Board and ensure their regular and meaningful involvement.

Represent the hospital in coordination meetings with PPHD, MoPH, donors, NGOs, and UN agencies.

Strengthen referral systems between the hospital and primary healthcare facilities.

Ensure timely and accurate reporting of HMIS and other required data.

Supervise internal audits, data verification, and support external evaluations.

Develop and submit regular activity, incident, and progress reports to relevant authorities.

Develop and implement emergency preparedness and response plans.

Coordinate medical response in the event of mass casualty incidents or disease outbreaks.

Ensure business continuity and resilience planning is in place.

Ensure full compliance with MoPH policies, EPHS/SBM standards, and donor regulations.

Establish functioning hospital committees (e.g., IPC, Quality Assurance, Pharmacy & Therapeutics, etc.).

Maintain ethical and legal practices in all hospital functions.
