Job Descriptions:

Position Summary:

Medical / HF Supervisor will be responsible for the day-to-day technical supervision of health facility operations, ensuring that medical services are delivered in accordance with national standards. The role includes monitoring adherence to clinical protocols, coaching health staff, supporting inventory and infection control, and ensuring that essential primary health care, nutrition, MHPSS, immunization, and GBV-related services are delivered consistently and effectively.

Program Implementation Oversight

Health Service Supervision

  • Provide direct supervision and mentoring all HF departments (MCH, OPD, EPI, Nutrition, Medicine/pharmacy) in BHCs, ensuring compliance with BPHS standards and provide required support and on-the-job training based on the HF staff need.
  • Develop a comprehensive implementation and supervision plan in coordination with RI Kabul technical team, and Project manager in order to run the projects effectively and efficiently
  • Monitor quality of care through daily visits, medical record reviews, and service observations.
  • Ensure essential services such as ANC, PNC, EPI, IMNCI, Nutrition and mental health support are consistently available and integrated.
  • Regularly and monthly data collection from HFs, review them, provide feedback and ensure that the report to technical team and donor will be submitted on time.
  • Follow up and monitoring of HR, Logistic and finance related objectives of the projects.
  • Strengthening the proper implementation of the MOPH/WHO IPC (Infection prevention control) standards and guidelines in all level of HFs.
  • Ensure from provision of comprehensive planning, implementation and supervision of Nutrition activities in the related HFs.
  • To assist the nutrition coordinator to communicate and coordinate with UNICEF provincial nutrition extenders to ensure regular Nutrition supply is in place
  • Regularly arranging joint supervision with other stakeholders in the province in order to provide support other stakeholders.
  • Assist the project manager in reviewing the monthly, quarterly, annually and end of the project report, provide the required information and data for completion and quality of the report.
  • At the end of the project in close coordination with Project manager, and other project team to ensure all the process of handing over of the project is completed properly and the related document is provided.
  • Any other tasks assigned by the line manager.

Clinical Capacity Building

  • Conduct on-the-job coaching for clinical and non-clinical staff.
  • Identify capacity gaps and recommend trainings to the Project Manager and Health Technical Unit.
  • Ensure use of updated MoPH guidelines and SOPs in the facilities.

Data and Documentation Oversight

  • Ensure accurate completion of medical registers, patient records, stock cards, and vaccination logs.
  • Support MEAL staff with on-time submission of health data and ensure data quality.
  • Participate in verification visits and Health Cluster/PPHD assessments as required.
  • With close coordination of MEAL team to ensure that all HFs have enough availability and are implementing standard HMIS tools and guideline in the whole project HFs.
  • To check and ensure the accuracy of HMIS reports received from relevant service delivery points.

Logistics and Stock Monitoring

  • Monitor the availability, usage, and storage conditions of essential drugs, vaccines, and medical supplies.
  • Ensure rational drug use, proper disposal of expired items, and temperature control logs are maintained.
  • Coordinate with the logistics team to replenish the supply of medicine, nutritional food, and medical and non-medical equipment on time.

Accountability and Protection

  • Ensure PSEA and AAP measures are implemented at facility level.
  • Facilitate feedback mechanisms and ensure complaints are recorded and responded to.
  • Monitor staff adherence to infection prevention, gender sensitivity, and patient confidentiality.
  •   Adherence to all organizational policies and procedures as outlined in RIs’ policies and procedure manuals.

Uphold safeguarding and PSEA protocols within all supervised facilities.

Job Requirements:
  • Medical degree’s in medicine, public health, or a related field.
  • At least 3 years of supervisory experience in health facility settings.
  • Working experience with health and nutrition projects like BPHS or other MoPH-aligned projects.
  • Strong clinical knowledge of RMNCH, nutrition, EPI, MHPSS, and communicable disease protocols.
  • Ability to train and supervise multidisciplinary teams.
  • Good understanding of health data tools (HMIS, DHIS2, NND, EPHS/BPHS registers).
  • Fluency in English and either Dari or Pashto.
    • Desirable Criteria
  • Experience with AHF-funded projects or any humanitarian donor-based health projects.
  • Understanding of disability inclusion and GBV response in health settings.
  • Familiarity with Kabul Province public health system.
