SCOPE OF WORK:
The HMIS Manager will lead the planning, implementation, supervision, and evaluation of all Health Management Information System (HMIS) activities within ASLO-supported PHC and SHC health facilities across the province. The role focuses on ensuring data quality, accurate reporting, system compliance with MoPH guidelines, and data use for performance improvement and strategic decision-making.

Responsibilities:

  • Ensure standard HMIS tools and guidelines are implemented in all PHC and SHC health facilities.

  • Enter project data monthly into the MoPH-DHIS2 database and other platforms as required (e.g., ReportHub).

  • Ensure sufficient and continuous availability of HMIS tools at all service delivery points.

  • Monitor and ensure accuracy and consistency of reports received from facilities.

  • Supervise HMIS activities at the provincial hospital and HFs, and provide corrective feedback for improvements.

  • Analyze HMIS data and share performance results with relevant internal stakeholders (technical teams, project managers, cluster teams) during review and planning meetings.

  • Conduct quarterly HMIS data-use review meetings at the cluster level to encourage data-driven decision-making.

  • Coordinate and participate in joint monitoring and supervision visits with MoPH, NGOs, and other partners.

  • Plan, implement, and monitor HMIS targets in line with project proposals and logical frameworks.

  • Submit timely and accurate HMIS reports to ASLO HQ and the Ministry of Public Health.

  • Identify needs for HMIS tools, software, and resources in a timely manner to avoid stockouts or system gaps.

  • Maintain a structured and secure record-keeping and filing system for all HMIS-related data and documents.

  • Attend HMIS-related workshops, trainings, and coordination meetings as required by ASLO management.

  • Keep technical and project managers informed of performance trends and data gaps to support quality reporting and donor compliance.

  • Prepare and submit monthly narrative reports, supervision plans, and dashboards as needed.

  • Coordinate and deliver initial and refresher trainings on HMIS for health workers using MoPH-approved curricula.

  • Ensure all newly hired staff are trained on HMIS systems before starting work in HFs.

  • Facilitate targeted trainings for Cluster Health Management Teams (CHMT) and other relevant personnel.

  • Provide continuous on-the-job training, mentorship, and feedback to strengthen HMIS-related competencies.

  • Maintain complete and up-to-date training records, and provide HMIS training data for HEFD, project, and donor reports.

  • Collaborate with the training department to ensure alignment with capacity building plans and staff development needs.

  • Support project managers and technical leads with data for proposal development, planning, and donor reporting.

  • Conduct monthly facility visits according to the supervision schedule and provide actionable written feedback.

  • Provide ongoing supportive supervision to HMIS focal points in the field.

  • Ensure that health facility staff are updated with revised PHS and SHC reporting indicators.

  • Perform any other tasks assigned by the Technical Health Manager.

Job Requirements:

Qualifications and Job Requirements:

  • Master’s Degree in Statistics, Public Health, or a related field

  • A minimum of 10 years of experience in health data management and analysis

  • Experience with statistical software such as SPSS, and data visualization tools like Excel and Power BI

  • Proficiency in DHIS2 and understanding of MoPH HMIS standards and tools

  • Strong leadership, analytical, and problem-solving skills
