Ensure all technical departments (RH, EPI, Lab, MH, HMIS, CDC/PHC) meet national PHC/SHC standards.

Lead quality improvement initiatives at both provincial hospitals and health facilities.

Ensure availability and proper use of essential drugs, equipment, and medical supplies.

Monitor night duty coverage and the functionality of all hospital wards.

Facilitate effective integration of promotive, preventive, curative, and epidemic response services.

Provide technical assistance and coaching to health supervisors and facility staff.

Assist the PHC/SHC Manager in planning, organizing, and implementing technical aspects of the health program.

Monitor program indicators and ensure targets are achieved at provincial and HF levels.

Conduct regular supervisory and monitoring visits to HFs (minimum 4 times/month).

Ensure HQIP, NMC, and HMIS checklists are implemented and analyzed for performance improvement.

Oversee joint technical supervision across all departments for hospital and PHC levels.

Coordinate with MoPH, PPHD, UNICEF, OHPM, and other partners at provincial and district levels.

Participate in PPHCC, cluster meetings, HF committees, and technical working groups.

Coordinate with internal departments (logistics, finance, admin) to ensure smooth operations and joint supervision.

Enhance coordination between PHC and SHC components for experience sharing, referrals, and systemic support.

Define and track indicators for program monitoring and evaluation.

Conduct or support baseline assessments, joint monitoring, and external evaluations.

Provide timely and quality weekly, monthly, and quarterly narrative and financial reports.

Collect and compile reports from all technical departments, ensuring accuracy and completeness.

Establish and maintain comprehensive filing systems and activity tracking tools.

Conduct orientations and technical presentations for provincial teams and sub-office staff.

Lead performance evaluations for technical department staff.

Organize biweekly and monthly meetings with officers and HF in-charges to review progress and address challenges.

Support on-the-job training and mentorship to build technical and managerial capacity of staff.

Assist in developing and reviewing annual action plans, budgets, and resource planning.

Verify technical orders and supply needs, ensuring alignment with budget availability.

Provide input on human resource decisions (recruitment, performance, and replacement) in consultation with the Project Manager.

Identify and solve operational issues affecting service delivery.
