About Community World Service Asia:

Community World Service Asia is a non-governmental organization which implements humanitarian and development activities in Asia. The Regional Director heads the program in Asia. In line with our strategic plan, the project is seeking an CVA Officer to implement an integrated program enhancing the resilience of vulnerable communities in Nangarhar Province, Afghanistan. The project focuses on Food Security, Livelihoods, DRR and WASH.

Job Descriptions:

A Cash Voucher Assistant is expected to:

  • Support the effective implementation of cash transfer programs, particularly unconditional cash assistance for returnee households in both camp and off-camp settings.
  • Conduct needs assessments to identify and select eligible beneficiaries for cash assistance.
  • Ensure accurate documentation and management of beneficiary lists, maintaining confidentiality and integrity of data.
  • Prepare and distribute beneficiary cards (Ben cards/tokens) to selected households before the scheduled disbursement dates.
  • Coordinate with relevant government departments to facilitate timely and secure cash disbursements at designated locations.
  • Assist in the verification process during disbursements, ensuring proper identification through Tazkira (ID cards) and token validation.
  • Collaborate with community mobilizers, CDC members, and the CWSA finance team to support the smooth and transparent distribution of cash assistance.
  • Ensure beneficiaries receive their entitlements directly at pre-agreed times and locations, and help address access or mobility issues as needed.
  • Monitor the cash distribution process on-site and promptly report any issues, challenges, or irregularities to the Project Officer.
  • Provide timely updates to the Project Officer regarding disbursement progress and flag any discrepancies in distribution.
  • Maintain clear and accurate records of all cash distributions for audit and reporting purposes.
  • Coordinate with the Food Security and Agriculture Cluster (FSAC) and the Cash and Voucher Working Group (CVWG) to ensure alignment with cluster guidelines and best practices.
  • Actively participate in relevant cluster and coordination meetings to support smooth implementation and harmonization of CVA activities.
  • Support awareness-raising efforts among beneficiaries regarding the cash distribution process, entitlements, and usage guidance.
  • Offer practical guidance to beneficiaries on how to use the cash assistance flexibly and responsibly to meet their household food and nutrition needs.
Job Requirements:

A Cash Voucher Officer must have:

  • Experience working with vulnerable populations, including returnees, women, and marginalized groups such as persons with disabilities.
  • Strong understanding of cash-based programming, beneficiary targeting, and disbursement processes.
  • Familiarity with coordination mechanisms such as the Cash and Voucher Working Group (CVWG) and Food Security Cluster is an advantage.
  • Experience in monitoring, verification, and reporting of cash assistance activities, including compiling progress and accountability reports.
  • Sound knowledge of the local context and challenges related to access, mobility, and cash delivery mechanisms.
  • Fluency in Pashto and/or Dari; proficiency in English (spoken and written) is required.
  • Strong organizational, interpersonal, and communication skills.
  • Ability to work independently, meet deadlines, and collaborate effectively within a multidisciplinary team.
