Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different   sectors such as health, educational, Food Security,  Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization.

Job Descriptions:

Scope of Work:

The Lead Project Manager is responsible for steering the assigned project to ensure its effective and efficient implementation. This role entails providing strategic oversight throughout all phases of the project, including the management of project sites, the preparation of timely and high-quality reports, and the seamless coordination between internal teams and external stakeholders. Additionally, the Lead Project Manager must ensure that all project activities adhere to both donor and organizational terms and conditions, as well as relevant policies and procedures.

Duties and Responsibilities:

 

  • Develop comprehensive project plans in coordination with the finance team and other relevant departments to ensure timely availability of resources.
  • Collaborate with the HR department to ensure all positions are filled following AYSO procedures and based on staffing and budget guidelines.
  • Maintain strategic oversight, ensuring effective internal and external communication among stakeholders.
  • Work closely with the finance team to investigate variances between planned and actual expenditures and revise plans as necessary.
  • Support the finance team in the timely submission of financial reports to donors.
  • Assist in presenting annual planning tools and technical presentations during quarterly review meetings.
  • Oversee the project budget and ensure proper financial management throughout the project cycle.
  • Ensure annual staff performance appraisals are conducted in a timely manner.
  • Address and resolve any conflicts among staff.
  • Facilitate regular supportive supervision from field offices and ensure technical support is provided where needed.
  • Support the main office and provincial office procurement sections, ensuring that all procurement related to the UNFPA project is carried out in close coordination with the main office procurement department.
  • Lead any amendments or changes to the project, ensuring compliance with donor and internal organizational policies and procedures.
  • Visit project offices and service delivery points for monitoring and supervision, as per donor and contractual requirements.
  • Review quarterly and monthly reports with the HMIS/M&E manager before submission to the donor.
  • Provide feedback to provincial management and health facilities (HFs) on findings from donor, MoPH, and DoPH assessments.
  • Ensure the timely submission of all required reports in accordance with the agreed reporting calendar.
  • Conduct risk analysis of the project in related provinces, reporting findings to the Managing Director (H&N).
  • Collaborate closely on proper project close-out procedures, ensuring all aspects of the project are finalized and documented.
  • Actively participate in relevant meetings at central and regional levels.
  • Ensure clear communication and effective coordination among all project stakeholders.
Job Requirements:

The ideal candidate will hold an MD degree, with a preference for those who have further supplemented their education with an MPH qualification and relevant short and mid-term courses in public health. A minimum of ten years of experience in diverse aspects of public health, including BPHS, EPHS, and the implementation of other vertical health projects is required. The candidate should also possess a strong understanding of management principles, donor requirements, and report writing, along with proven skills in coordinating effectively across multiple teams and departments.
