Job Descriptions:

The National Climate Change Expert will be recruited as part of the REHA-UNDP Advocacy and Communication project. This expert will be a key member of the project team, responsible for the technical activities of this climate change focused project. The Expert will collaborate closely with project coordination and the International Technical Advisor to ensure that project activities are aligned with stakeholder needs and contribute to sustainable outcomes.
This individual works under the leadership of the program department and other seniors of the organization, and his/her specific tasks, duties and responsibilities are as follows.
1.    Stakeholder Engagement:
•    Draft and develop the advocacy and events management plans, action plans and reporting mechanisms for the project activities.
•    Organize and facilitate stakeholder consultations and workshops to gather inputs and feedback on climate change knowledge products and initiatives.
•    Build and maintain relationships with relevant stakeholders, including government agencies mainly with NEPA, NGOs and other entities.
2.    Data Collection and Analysis:
•    Oversee the collection and analysis of data related to climate change strategies, knowledge products, reports and events.
•    Ensure data quality and relevance to inform project decisions and outputs.
3.    Capacity Building and Technical Expertise 
•    Contribute technical expertise to the development of knowledge products, including reports, guidelines, and policy briefs as outputs of this project.
•    Collaborate with team members to create training materials, that enhance understanding of climate change issues for the planned events, consultations and knowledge product development.
•    Design and deliver presentations, surveys, and capacity-building programs tailored to the needs of project stakeholders.
•    Assess training needs and evaluate the effectiveness of capacity-building initiatives.
•    Provide ongoing advisory support to the project team on all climate change-related components.
4.    Monitoring and Reporting:
•    Assist in the monitoring and evaluation process and frameworks of this climate change project including travel plans, missions and visits.
•    Prepare progress reports and contribute to project documentation as required.
5.    Knowledge Sharing:
•    Facilitate knowledge sharing among stakeholders and within the project team.
•    Promote best practices and lessons learned in climate change adaptation and resilience.
6.    Perform any additional tasks assigned by REHA leadership in line with project goals and organizational priorities.
 

Job Requirements:

•    Advanced degree Bachelor or higher degree in Environmental Science, Climate Change, Natural Resource Management, or a related field.
•    At least 3-5 years of professional experience in climate change, environmental policy, or sustainable development, preferably in Afghanistan or similar contexts.
•    Proven experience in designing and implementing climate change mitigation and adaptation projects.
•    Strong understanding of Afghanistan's climate change policies, national strategies, and legal frameworks.
•    Experience in capacity building, technical training, and community engagement related to climate change.
•    Excellent project management skills, including planning, budgeting, and reporting.
•    Fluency in Pashto, Dari and English, with strong communication and presentation skills.
•    Ability to work in a complex, multidisciplinary, and culturally diverse environment.
