About MISFA Ltd:

The Microfinance Investment Support Facility for Afghanistan (MISFA) was set up in 2003 at the invitation of the Afghan government — to get donor coordination right from the start and avoid the counter-productive efforts that have emerged from conflicting donor objectives in other post-conflict situations. It was established as a vehicle through which the Afghan Government and international donors could channel technical assistance and funding to build Afghanistan's microfinance sector. MISFA was the first facility of its kind, pooling diverse donor funding mechanisms and converting them into streamlined, flexible support to microfinance institutions in Afghanistan, tailored to local priorities and accompanied by technical assistance and strong performance monitoring.

MISFA's mission is to contribute to Afghanistan's economic growth by developing a viable, inclusive financial sector for the poor, and the underserved small and medium enterprises.

Job Descriptions:

The Director Program is a key position within the MISFA Management structure, overseeing the program department at MISFA and serving as Vice President of the company in absence of the President on AISA license. The Director Program shall assist the Managing Director with implementation of the company's work plan and strategic plan. He will serve as a member of the senior management team and participate in the decision making process at the management level.

Job Requirements:

Specific areas of responsibilities include but not limited to the following:

  • Oversee the functions of all program department within MISFA and make sure that their activities are in line with MISFA's approved annual plans and budget.
  • Take the lead in promoting and overseeing new initiatives to expand financial services in accordance with MISFA Strategic Plan.
  • Serve as the main liaison with MISFA partner institutions and sector stakeholders (MFIs, Banks, other financial institutions) in the absence of Managing Director.
  • Work in close communication and coordination with other members of the management in regard to MFI and donor contract negotiations.
  • Establish a solid relationship with all implementing partners; maintain efficient and regular communications with them and ensure that their technical and other needs are addressed.
  • Be involved in the preparation of annual budgets and work plans for board approval.
  • Maintain positive working relationships with international donor agencies contributing to MISFA, government officials and other microfinance stakeholders at the local, regional, and international levels.
  • Represent MISFA at meetings, conferences, seminars, workshops, coordination forums, and other events called by international donors, government agencies, microfinance and other development stakeholders in the absence of Managing Director.
  • Ensure all the implementing partners are adhering to the requirements of their agreements with MISFA and the performance standards agreed upon with them.
  • Perform other activities as directed by supervisor.
