The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.
 

Job Descriptions:

The MEAL Officer will contribute and ensure to support the implementation and oversight of the project's monitoring, evaluation, accountability, and learning framework. To ensure that data collection, analysis, and reporting processes are carried out effectively and in line with project objectives and donor requirements, and to contribute to the continuous improvement of project activities through evidence-based learning and adaptive management.

The key responsibilities are:

  1. Monitoring and Evaluation:
  • Develop and implement monitoring and evaluation plans, including the design of data collection tools, indicators, and methodologies.
  • Contribute to the quality of program design by reviewing log-frames, results frameworks, project plans, strategic plans, and MEAL plans. Assist in conducting situation analysis studies and evaluations.
  • Conduct regular monitoring of the project activities based on the developed plans. Facilitate capturing lessons learned in the implementation of project activities and ensure these lessons are integrated into program or project development.
  • Provide recommendations for improvement against each monitoring finding.
  • Conduct Post Distribution Monitoring (PDMs) and report the findings with the project key staff.
  • Coordinate the monitoring activities with the project key and non-key staff.
  • Regularly collect, analyse, and interpret data to track project progress and outcomes.
  • Provide timely reports of monitoring for informed decision-making.
  • Facilitate, assist and participate in monitoring and evaluation process recommended by donor organization.
  1. Data Management/MIS:
  • Establish and maintain a system (MIS) for the proper management and storage of project data.
  • Ensure that data is accurate, reliable, and accessible to relevant stakeholders. Adhere to data protection and confidentiality protocols.
  • Use Kobo for collecting of data, analyse of the data, and generation of reports.
  • Ensue the MIS is updated and controlled for any un-authorized access.
  • Provision of capacity building/training to staff members on Kobo and the MIS. 
  1. Accountability Mechanisms:
  • Facilitate the establishment of feedback and complaints mechanisms for project beneficiaries and stakeholders.
  • Manage the process of receiving, addressing, and responding to feedback in a transparent and accountable manner.
  • Ensure that complaint and feedback mechanisms are functional in the designated area.
  1. Learning and Knowledge Management:
  • Facilitate learning events, workshops, and reflection sessions to capture lessons learned from project implementation.
  • Document best practices, case studies, and success stories. Disseminate knowledge within the organization and with external partners.
  1. Capacity Building:
  • Provide training and support to project staff, partners, and beneficiaries on monitoring, evaluation, accountability, and learning concepts and tools.
  • Build the capacity of program staff on project-related M&E formats/templates/forms of data collection; Output tracker (OT) and Indicator Performance Tracking Table (IPTT)1.
  • Build the capacity of stakeholders to participate in MEAL activities.
  • Provide awareness to the staff members on RRAA’s CRM and ensure the policy is implemented properly.
  • Provide trainings to project staff the usage of Kobo, proper data collection and reporting
  1. Reporting:
  • Prepare high-quality reports on monitoring, evaluation, and accountability activities for internal and external audiences.
  • Ensure all findings from the monitoring trips are included in the reports.
  • Contribute to donor reports and ensure the reporting are done on time and due dates.
  • Contribute to proposals development.
  1. Coordination:
  • Collaborate with project teams, partners, and relevant stakeholders to ensure that MEAL activities are integrated into project planning and implementation.
  • Coordinate with external evaluators or consultants when necessary.
  1. Innovation:
  • Identify opportunities to introduce innovative approaches or technologies to enhance MEAL processes and outcomes.
  • Integrate periodic evaluations as an integral part of the Monitoring and Evaluation system.
  1. Representation:
  • Represent the organization in relevant coordination meetings, working groups, or conferences related to monitoring, evaluation, accountability, and learning.
  • Facilitated the process of external monitoring and evaluations
  1. M/E Tool kits:
  • Develop and implement Monitoring Evaluation Accountability and Learning (MEAL) toolkits including performance indicators, monitoring framework, and millstones.
  1. Riks management:
  • Participate and contribute to conducting organization risk analysis process, risk mitigation and risk register
  • Conduct project risk analysis required for projects and during proposal development.
  1. Fund raising:

participate and contribute as a key resource in the development of funding applications.

  1. Safety/Security:
    • Ensure all personal safety and security issues are considered while in the office and project site.
    • Follow all security and safety messages dispatched by the Safety/Security focal point and regional office.
    • Follow the organization safety security SoPs and ensure all advice recommended are implemented.
    • Report any safety/security issues and incidents to the SSFPs, provincial manager and regional office.
    • Coordinate all your field tripes with SSFP and provincial manager
  2. Compliance:
    • Responsible for reviewing and implementing RRAA’s staff code of conduct and other safeguarding policies such as (Safety/Security SOPs, AAP, PSEA, ESHS, HR).
    • Ensure all staff under your supervision have gone through staff code of conduct and other safeguarding policies and perform in accordance with them.
    • Supervise hiring labor under the project and ensure no Child is utilized in the project activities as labor.
    • Ensure all safety measures (PPTs) are in place and compliance with the project requirements to avoid harming staff and labors in the project sites.
    • Ensure all project activities are implemented in accordance with the donor, operational manual and RRAA polices and procedures.
  3. Confidentiality:
    • Follow data confidentiality measures, such as encryption, access controls, data masking, and strict policies.
    • play a crucial role in safeguarding sensitive information from unauthorized access or disclosure. 
    • Plays an essential role in protecting individuals, maintaining business security and safeguarding private data.

Computer management is a broad topic that includes many essential security practices. By protecting devices, you can also protect the data they contain. Follow basic cybersecurity hygiene by using anti-virus software, routinely patching software, whitelisting applications, using device passcodes, suspending inactive sessions, enabling firewalls, and using whole-disk encryption.

Job Requirements:

Bachelor’s degree in public administration, Social Sciences Economics, BSc Computer Science, or other related fields will be given due consideration, as requirement. Master’s degree is preferred.

Experience and Other requirements:

  1. 3 years of monitoring and evaluation experience in development contexts with NGOs. Experience with INGOs is preferred. 
  2. Experience with research methods, data management and analysis in development programming. 
  3. Experience in the questionnaire’s development, data collection, and conducting surveys.
  4. Excellent working knowledge of using Kobo.
  5. Experience in Monitoring and Evaluation design and management. 
  6. Highly developed interpersonal and communication skills, including excellent internal consultation and liaison skills; facilitation and coaching skills. 
  7. Excellent analytical and creative abilities with strong results orientation 
  8. Fluency in Dari, Pashto and English (spoken and written) is required. 
  9. Strong report writing skills.
  10. Willingness to travel to provinces.
