About AWEC:

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Descriptions:

Job Description

  • Keep close coordination with the Project Manager to ensure that the field officers are performing efficiently and effectively.
  • To be responsible for overall Project administration, management, oversight, and supervision of Project officers based in the provinces.  
  • Responsible for designing and developing necessary grant assessment tools, checklists, Procedures, SOPs, and Forms and ensuring donor Grant Policies and Manuals comply with international Donors’ standards and requirements.
  • To ensure all the necessary tools for due diligence and risk assessment are available to Project Officers and that they are reporting correctly.  
  • The grants officer oversees, manages, and monitors the Grantee assessment, documentation validation, reporting activities, and maintaining proper records and progress of each grantee in close coordination with the Project Manager.
  • Provide support to the Project Manager in developing detailed project activity sheets by providing a list of planned activities per project work plans and proposal and liaising with grantee organizations to identify the planned time frame.
  • Work closely with the Project Manager in drafting sub-granting agreements and contacting grantee organizations to submit monthly activity highlights, impact reports, quarterly progress reports, and success stories.
  • Responsible for liaising with the finance department to review quarterly financial reports.
  • Support the field staff in data collection, sorting, validation, cross-referencing, screening of Grantee Project Proposals and concept notes, and providing training to Grant Officers.
  • Maintain grant project documentation in hard copy and electronic format.
  • Any other duties as assigned by the supervisor.
Job Requirements:

 Technical oversight

  • A Grants Officer must have a good knowledge of finance and accounting, an excellent command of IT tools and a strong ability to adapt to change. He/she must also be able to work efficiently and meet deadlines and budgets. Finally, the officer must be able to play a key role in the development and implementation of initiatives and grant application processes.

QUALIFICATIONS

  • Bachelor (Business Administration, Business Development) MBA is preferred Experience in grant considered as an advantage
  • Familiarity with private, and multi-lateral donors reporting and monitoring procedures
  • Strong networking, and communication skills
  • Ability to work in unstable insecurity environments and tight schedules

Work Experience:

  • Minimum 3 years of experience working with small grants, preferably with international donor-funded projects, GIZ, UN agencies, or NGOs on relevant programs in Afghanistan.
  • Previous knowledge and experience with compliance requirements.
  • Must be flexible, willing to perform assigned and additional duties, and preferred database experience.

Skills

  • Experience in grant and contract administration and management.
  • Computer literate.
  • Able to write concise but detailed activity report in English.
  • Excellent written and spoken communication skills.
  • Ability to work independently, think creatively and apply problem-solving skills
  • Technical supervisor and multi-tasker.
  • Knowledge of the assigned program district.
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships.
  • Ability to manage databases and files and prepare meaningful reports.
