Job Descriptions:

Generic Responsibilities:

  • Supervises and advises Project Coordinators (PCs) and Multi CC Coordinators in the area.
  • Responsible for support to integrated programs, coordination and technical quality of the field office, Project Cycle Management (PCM), monitoring and evaluation of projects.
  • Ensure compliance with donor standards, grant management and regular reporting due from the field office
  • Member of the Area Management Team (AMT).
  • Responsible for ensuring program support to integrated program, coordination and technical quality in Area Office.
  • Provide area specific input relevant for CC strategies.
  • Responsible for compliance with donor standards, grant management, and regular reporting to donors at Area Level.
  • Contribute to the management of grants and BPO allocations in the area and forecasts at Area Level.
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • Responsible for approval of Area Emergency Response Mechanism, Area needs assessments, development plans, and program implementation.
  • Ensure capacity building of all technical staff.

Specific Responsibilities:

  • Oversee timely, quality and cost-effective programme implementation, ensuring effective targeting, value for money and achievement of project targets and budgets.
  • Lead integrated programme planning and coordination across Core Competencies.
  • Oversee emergency response programming across the area office.
  • Ensure quality control, accountability, monitoring, evaluation, and learning across area office programmes, using evidence, and lessons learned to improve project implementation.
  • In collaboration with the Core Competencies (CC) responsible (Multi CCC and PC), propose combined weekly planning to the Area Manager (AM).
  • Contribute to planning and implementation of needs assessments, with CC Specialists/PDMs, including for new areas of operation
  • Work with CC Specialists/PDMs to develop programmatic strategy for both emergency and transitional/ durable solutions responses (with a focus on returns)
  • Ensure effective implementation of the Area Office Project Cycle Management (PCM) systems and oversight of project performance, risks and corrective actions
  • Contribute to the development of the area of ​​intervention and the development of       Core Competence (CC) strategies, initiate and participate in the relevant development of Key Competence projects.
  • Ensure compliance with donor contractual commitments, NRC standards and programme quality requirements.
  • Coordinate with finance and programme teams to ensure effective project progress forecast, expenditure monitoring and financial performance.
  • Ensure effective people management, including regular 1:1 meeting with direct line reports and completion of work and development plans for all direct reports.
  • Provide quality oversight of donor reports for AO level projects.
  • Acting as Area Manager when designated ensuring continuity of programme and strategic leadership.

 

Job Requirements:

Generic professional competencies:

  • Minimum 5 years’ experience in a senior program management position in a humanitarian/ recovery context.
  • Experience in people management in a complex program.
  • Experience working in complex and volatile contexts.
  • Sectoral expertise including in recovery and durable solutions programming.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal, Fluency in Pashto and Dari verbal.

Education:

Bachelor’s degree in socio, economic sciences, development or any other related field. Master is preferred.
