About ANHDO:

Afghanistan National Horticulture Development Organization (ANHDO) is a national non-governmental, non-profit, and non-political organization registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the Ministry of Agriculture, Irrigation, and Livestock (MAIL) long-term strategy for the development of the horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticultural development, ranking among other skilled and experienced Afghan professional organizations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation, and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a cornerstone of the long-term strategy for developing Afghanistan's horticulture sector. 

 ANHDO is currently looking for a Senior Program Officer to support the effective planning, coordination, implementation, monitoring, and reporting of project activities under its project "Promoting resilient and equitable recovery of agriculture and livelihoods in Afghan communities (PREVALE), Afghanistan”, which is funded by FCDO.

 

Job Descriptions:

Position Summary:

The Senior Program Officer will support the overall planning, coordination, implementation, and monitoring of the PREVALE Project under the Afghanistan National Horticulture Development Organization (ANHDO). Reporting to the Project Manager, the incumbent will ensure the timely and high-quality implementation of project activities by coordinating operational plans, facilitating collaboration among technical specialists, field teams, implementing partners, and relevant government institutions, and monitoring progress against approved work plans and project targets.

The position will provide technical and operational support in the planning and delivery of assessments, Trainings of Trainers (ToTs), workshops, field activities, and other project interventions. The Senior Program Officer will coordinate technical inputs, review and validate project documents, and contribute to the preparation of implementation plans, technical reports, and project documentation to ensure compliance with ANHDO and donor requirements.

The incumbent will play a key role in project monitoring, reporting, and knowledge management by consolidating technical and financial information, tracking project progress, preparing monthly, quarterly, annual, and ad hoc reports, and documenting lessons learned and best practices. The position will also support proposal development, concept note preparation, donor reporting, and partnership engagement by contributing technical inputs for resource mobilization initiatives and maintaining effective coordination with the ANHDO technical team, government authorities, and other stakeholders.

Working closely with the Project Manager, program manager and support departments, including Finance, Logistics, Procurement, Administration, and MEAL, the Senior Program Officer will facilitate efficient project operations, identify implementation risks and operational bottlenecks, support adaptive management, and contribute to achieving the project's objectives of strengthening agricultural value chains, improving rural livelihoods, and promoting resilient and inclusive economic development in the target provinces.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.       Develop and compile project activity completion reports in coordination with key stakeholders, including DAIL and DoEC.

2.       Develop project work plans and translate them into detailed provincial operational plans in coordination with the Project Manager.

3.       Review, edit, and quality-assure technical reports, manuals, assessment reports, training materials, and other project documents before submission.

4.       Prepare comprehensive financial and narrative reports (monthly, quarterly, and annual) by collecting inputs from field teams and technical specialists, in accordance with FCDO and ANHDO guidelines.

5.       Track output-level indicators against work plan milestones and financial expenditures, and report progress to the Project Manager.

6.       Provide administrative and technical support to the Program Manager and Project Manager in the implementation of project activities.

7.       Provide support to the logistics, finance, MEAL, and procurement teams in carrying out routine project operations.

8.       Support and coordinate delivery of trainings in collaboration with the MSME Specialist, Livestock Specialist, Value Chain Specialist, and Agriculture Master Trainer.

9.       Assist in the planning and organization of project meetings, workshops, and coordination events.

10.   Collaborate with the Project Manager to identify and address operational risks, logistical challenges, and security considerations.

11.   Support the planning and design of PREVALE activities, including Trainings of Trainers (ToT), assessments, and other field activities in coordination with the project’s technical team.

12.   Perform any other duties assigned by senior management in support of project implementation.

Job Requirements:

ü  Education: Master's degree in Agriculture, Horticulture, Development Studies, Environmental Science, or a related field.

ü  Experience: Minimum 8-15 years of experience in program coordination, preferably in agricultural development projects in fragile environments.

ü  Skills: Strong analytical, organizational, and communication skills; demonstrated expertise with participatory research methods; proficiency in data analysis and report writing.

ü  Languages: Fluency in English and local languages.

ü  Other: Experience working in conflict-affected areas; familiarity with donor reporting standards and adaptive management practices.
