Main Roles and Responsibilities
Effective Coordination and Project Management
• Coordinate and oversee implementation of integrated cash and nutrition support activities across target districts in Takhar and Badakhshan.
• Ensure smooth collaboration between Nutrition Counsellors, Community Mobilizers, Family Health House (FHH) staff, and community structures (CHWs, FHAGs, Shuras).
• Work closely with the programme manager to ensure timely delivery of cash assistance, nutrition counselling, and commodity distribution in line with project commitments.
• Lead coordination with provincial authorities (DoEc, DoPH, ANDMA) to secure approvals, facilitate MoUs, and maintain compliance with NGO regulations.
• Represent Concern at district and provincial forums, ensuring effective stakeholder engagement and alignment with humanitarian coordination mechanisms.
Effective and timely implementation of project activities
• Oversee beneficiary selection and verification processes, ensuring transparent and evidence-based targeting of Pregnant and Breastfeeding Women (PBWs) and Mothers of Children Under Five.
• Supervise cash distribution processes in coordination with finance, ensuring safe, accessible, and accountable delivery to beneficiaries.
• Support Nutrition Counsellors in conducting Infant and Young Child Feeding (IYCF) trainings, household visits, community awareness sessions, and behaviour change activities.
• Monitor nutrition screening and referral activities, ensuring timely identification and treatment of malnutrition cases through Concern-supported FHHs.
• Ensure protection, gender, and inclusion principles are mainstreamed across all project activities.
• Ensure and assist on the preparation of weekly and monthly planning for PRO project
• Evaluate the environmental impact of the PRO project, assess the negative impacts on environment as well as activities, which could prevent or reduce such impacts.
• In coordination with the MEAL Officer, develop weekly monitoring engagement plan and monitor the progress of the projects as per the approved indicators of the PRO project.
• Document lessons learned and contributed to reporting, ensuring donor requirements are met and programme learning is captured for future design.
Grant project budget and reporting management:
• Support the Programme Manager in preparing monthly expenditure plans and monitoring budget utilization.
• Ensure timely procurement and distribution of nutrition commodities (LNS) to Concern-supported clinics.
• Contribute to periodic donor reports, including narrative, financial, and MEAL components.
• Any other related duties as assigned by the Programme Manager.
Team Leadership and Capacity Building:
• Supervise Nutrition Counsellors and Community Mobilizers, fostering a collaborative and accountable team environment.
• Build staff capacity in integrated cash and nutrition programming, ensuring shared understanding of project objectives and approaches.
• Provide ongoing coaching and support to field teams to strengthen quality of implementation.
Organization Management and Compliances:
• Adhere to all Concern’s project implementation requirements and standards, like use of HAP and CRM process in the responses, need assessment, response planning, post distribution monitoring/ real-time evaluation and lessons learnt exercise to all responses.
• Ensure the gathering, documentation and sharing of relevant information and data of PRO project as per the Concern’s information sharing protocol.
• Organize and execute, and\or oversee the follow-up of the recording of the PRO project beneficiary; update the data of the beneficiary disaggregated by sex.
• Develop capacity development plan to the PRO project staff and ensure the accomplishment of their performance objectives.
Representation, Communication, Networking:
• Provide regular information, briefings and reports on activities.
• Advocate for identified gaps of services in the target areas.
Participate in Concern or inter-agency rapid assessments of disaster affected communities where necessary.
Emergency/Core Humanitarian Standards (CHS):
· The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.
