Job Purpose
The Admin/Liaison Officer is responsible for providing administrative support, facilitating liaison with government authorities and external stakeholders, and ensuring compliance with Afghanistan tax laws and regulations. The position ensures that all organizational licenses, registrations, tax obligations, visas, work permits, and administrative documentation are processed accurately and in a timely manner while maintaining positive working relationships with relevant government institutions.
Key Responsibilities
1. Government Liaison
- Serve as the organization's focal point with relevant government ministries and authorities.
- Maintain strong professional relationships with government officials and regulatory bodies.
- Coordinate submission and follow-up of official correspondence.
- Obtain required approvals, endorsements, and official documents.
- Represent the organization during meetings with government institutions when delegated.
- Monitor changes in government regulations affecting NGO operations.

2. Tax Compliance
- Ensure compliance with all applicable Afghanistan tax laws and regulations.
- Prepare and process monthly withholding tax calculations.
- Coordinate timely filing of tax returns.
- Prepare tax payment documents and submit them to relevant authorities.
- Follow up on tax clearance certificates.
- Maintain accurate tax records and supporting documentation.
- Coordinate with Finance during internal and external audits.
- Respond to tax-related inquiries from government authorities.

3. NGO Registration & Legal Compliance
- Process registration and renewal of NGO licenses.
- Follow up on Memoranda of Understanding (MoUs), agreements, and government approvals.
- Ensure compliance with reporting requirements of relevant ministries.
- Maintain updated legal and registration documentation.
- Monitor expiration dates of licenses, permits, and certificates.

4. Visa and Work Permit Management
- Coordinate visa applications for expatriate staff.
- Process work permits and residence permits.
- Liaise with immigration authorities.
- Maintain records of visa and permit validity.
- Ensure timely renewal of all immigration-related documents.

5. Administrative Support
- Draft official letters in English, Dari, and Pashto when required.
- Maintain filing systems for administrative and legal documents.
- Coordinate document translation and certification.
- Assist in organizing meetings with government officials.
- Support procurement and logistics teams when administrative approval is required.

6. Documentation & Record Keeping
- Maintain confidential records of tax, legal, and liaison documentation.
- Develop tracking systems for licenses, tax filings, permits, and renewals.
- Archive official correspondence.
- Prepare periodic administrative reports.

7. Coordination
- Work closely with Finance regarding tax payments.
- Coordinate with HR regarding work permits and employee documentation.
- Support Operations in obtaining required governmental approvals.
- Liaise with auditors during compliance reviews.
