About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:
  • Lead on technical surveys, designing and implementation of irrigation infrastructure.
  • Developing estimate budget and resources required for the irrigation projects and physical interventions.
  • Lead on technical management and implementation of irrigation system improvement construction projects, including capacity building, cost management, time management, work quality and safety, development of work plan and reports.
  • Lead on projects baseline and end line surveys, and report projects progress as per donor requirements.
  • In close coordination with Project Infrastructure/DRR engineer and site engineer, lead on design and implementation of physical intervention in project targeted areas (e.g.  Irrigation networks, canal, Intake, Pond etc....).
  • Working closely with procurement, M&E, Admin and finance Department for smooth work progress and timely supply of construction materials/labor and payments.
  • Prepare irrigation project progress report as per the reporting schedule and format.
  • Perform any other task assigned by the Project Manager/ENRM Coordinator.
  • Support and provide guidance to the contractors during projects’ implementation. Work closely on the project sites to make sure the projects are implemented and completed in timely manner, ensuring quality and requirements as per the approved designs (BoQ, Technical Specification and Drawings).
  • Provide technical irrigation inputs to procurement unit for preparation of the tender documents for procuring services and works related to irrigation.
  • Coordinate all technical activities with Project Infrastructure/DRR engineer and site engineer and conduct joint site visits to make sure that the construction/rehabilitation of irrigation infrastructure is according to the engineering standards, project technical specification, design drawing and site condition
  • Responsible for the coordination of all surveys on the site to make sure the construction/rehabilitation of irrigation infrastructure is according to the proposed designs.
  • Preparation of maps: project plans, longitudinal profiles, cross-sections, etc.
  • Make preliminary and technical survey and design for irrigation projects.
  • Establish accurate benchmarks during topographic surveys at each irrigation scheme.
  • Prepare detailed and realistic implementation plans for the designed sub-projects, keeping in mind climatic conditions, remoteness, and technicality of the project in accordance with the available resources for the project implementation.
  • Provides guidance, mentoring and advice Project Infrastructure/DRR engineer and site engineer for smooth implementation.
  • Frequent travels conducted to the project sites.
  • Perform any other project relevant activity assigned by the top management.
  • Lead field activities related to construction/rehabilitation of water and irrigation infrastructure undertaken by TLO in target areas.
  • Technical Survey, need assessment, designing water supply system, small scale irrigation structures and other construction related projects. Preparing BOQs/ Drawing and supervising the field activities in close consultation with the line manager.
  • Prepare design, maps and technical specifications for water supply (Gravity, pressure line distribution networks, solar fed-water supply networks, motorized water supply networks and other hydro-technical structures)
Job Requirements:
  • BSc degree of civil or Irrigation Engineering or equivalent field with a minimum of 7 years experiences in design of irrigation systems    

Experience

  • Experience in implementing and monitoring different types of NRM and DRR structures particularly stone masonry protection wall, gabion masonry protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway, and others
  • Experience in monitoring construction of water management Structures.
  • Experience in organizing on site activities such as layout of infrastructures particularly water management structures including protection walls, supervising construction works, labors management and supervision, preparing labors timesheets, guiding and receiving construction materials and construction tools etc.

SKILLS

  • Familiarity with Survey Engineering tools such as Total station, level machine, and GPS.
  •  Knowledge in MS Office, AutoCAD and other construction related software.
  • Experience with Planning and scheduling software’s such as MS project.
  • The candidate must be willing to reside and work in designated areas and work overtime if necessary.
  • Familiarity with progress report writing on a daily and weekly basis.
  • Good Communication skills on a community basis is desired.
