Job Descriptions:

The role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly and 50% of his/her will be at field visits.

The post holder is expected to coordinate with project management staff on effective implementation of child protection and safeguarding activities in the target provinces of ECHO-EiE project.  She/he will be responsible for providing leadership, guidance and technical expertise on Child Safeguarding, Do No Harm, Child Safety Checks and Child Protection Programming to staff under ECHO-EiE Project and act as a master trainer on these topics. The Sr. Child Protection Officer will actively monitor and promote the quality and effectiveness of Child Protection and Child Safeguarding in accordance with the grant agreement and CARE Afghanistan’s organizational guidelines, values and principles. The Sr. Child Protection Officer will lead on community engagement and participation in child protection activities. 

Ensure child safeguarding is mainstreamed throughout all recruitment, contracting procedures and implementation of ECHO-EiE. 

Ensure that the Child (students) Safeguarding reporting and referral system functions to protect children, that all ECHO-EiE staff are aware of how it works and ensure that it is fully accessible to communities and children with whom we work.

- Promote children’s meaningful participation throughout the project, and work with project staff on strategies to enable children (mainly students) to identify and address the issues of concern to them and promote their voices within the ECHO-EiE project. 
- Actively lead on Safeguarding reporting and support the PSEA team to strengthen safeguarding measures and procedures in Afghanistan. 
- Lead on the development and quality assurance of child protection related case management in accordance with international guidance and minimum standards.
- Support the development, carrying out and documentation of training on key child protection related issues for ECHO-EiE beneficiaries.
- Conduct trainings on child safeguarding, child participation and child protection for ECHO-EiE staff, particularly teachers. 
 
- Follow up of the defaulted children.
- Health and hygiene Education for health facility beneficiaries 
- Support Nutrition counsellors. 

• AT discharge 
- Check if all the procedures completed before discharge (anthropometric measurements, medical and nutritional treatment, systematic treatment, and health and nutrition educations).
- Record all the necessary information on the registration book and card for each beneficiary.

• Health and nutrition educations
- Provide health and nutrition educations to the caregivers and beneficiaries on (breastfeeding, complementary feeding, and hygiene, care of pregnant and lactating women, prevention of illness).

- Identify training needs and other implementation gaps.
-Support effective approaches to Child Protection, including support in case management and community mobilization.  
- Make regular support visits to the field offices and provision of technical support to the implementing staff, actively monitor child protection activities and safeguarding standards at implementation sites.
- Support the Program Manager in monitoring activities and verify Project activities and quality relative to stated targets and standards.
- Support the development, maintenance and updating of project work plans, notifying relevant staff of any course correction that is required.
- Ensure proper, professional, documented and clear communication regarding all aspects of the CP&S related activities and issues including timely submission of monthly and quarterly project reports to project management.
. - Provide input in producing case studies, success stories and promote learning across organization.
- Assist with preparing timely monitoring reports and expected deliverables (technical and financial) for submission to donors.
- Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of Project activities, in particular to develop child friendly accountability and feedback mechanisms.
- Lead on carrying out Child Safety spot checks in project locations. 
- Always act as advocate to prevent and respond to child protection concerns and show zero tolerance to abuse, violence, exploitation and neglect. 
- Identify and report on current child protection issues prevalent in Afghanistan and ensure key project personnel and country leadership team is informed.
- Lead on developing and rolling-out an advocacy strategy for the CP component of the ECHO-EiE Project.
- Represent CARE at relevant cluster coordination and working group meetings (such as Protection, Child Protection, MHPSS, SGBV) and other meetings as required. 
- Any other tasks given by his/her Supervisor.

- Program Manager, Provincial Managers, Education Technical Advisor, Field Supervisors, and operations departments


External:
- Echange of information & coordination with (upon request from the manager)
- Local partner education staff (Teacher Trainers, Community Mobilizers, CBE/CBS teachers, and other education management and provincial staff).

Safegurding Responsibilities:

  • Responsible for creating awareness on safeguarding in consultation with HR and other department heads;
  • Responsible for receiving reports of sexual harassment, exploitation and abuse, and child abuse and that these reports are escalated to the safeguarding team;

Ensure complainants are appropriately supported and updates on incident progress and outcomes;

Leading integration of the country Safeguarding  action plan at CO Level.
