In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

1. Objectives of the Assignment

The main objective of this consultancy is to develop a comprehensive National Eye Health Care Strategy for Afghanistan, aligned with global standards and national health priorities, that will serve as a roadmap for the eye care sector over the next 5–10 years.

2. Scope of Work

The consultant will:

  • Review the ECSAT report for Afghanistan to know the gaps in the eye health care.
  • Review relevant national and international policies, strategies, and guidelines (e.g., WHO Universal Eye Health, IPEC framework).
  • Facilitate consultations and conducting meetings with key stakeholders including MoPH departments, School health department of the Ministry of Education, HealthNet TPO, FHF, WHO, IAM, GIHS, Kabul Medical University Eye Hospital, NGOs, eye hospitals, professional associations, and development partners.
  • Identify priority needs and gaps in eye health care provision.
  • Draft the National Eye Health Care Strategy, including:
    • Vision, mission, and guiding principles
    • Strategic objectives and priority interventions
    • Implementation framework and action plan
    • Monitoring and evaluation framework
  • Close coordination with the national eye health care coordinator and seeking his input for the strategy development.
  • Coordination with policy and plan directorate, HMIS, preventive medicine, curative medicine, and health promotion directorates.
  • Present the draft strategy to the MoPH and partners for validation.
  • Incorporation of the feedback to finalize the document.
  • Presentation and dissemination of the final version of the strategy to the MoPH and other stakeholders.
  • Endorsement of the final version of the strategy by the relevant department/authority of the MoPH in cooperation with the national eye health care coordinator.

3. Deliverables

The consultant is expected to deliver:

  • Inception report with work plan and methodology.
  • Situation analysis report based on ECSAT and other valid sources (including data, findings, and identified gaps).
  • Draft National Eye Health Care Strategy document.
  • Final validated strategy with implementation and monitoring framework.
  • PowerPoint presentation summarizing the strategy for dissemination and conducting dissemination workshop.
  • Endorsement of the final version of the strategy by the relevant department of the MoPH.

4. Duration of Assignment

The consultancy will be carried out over a period of 2 months, beginning from the contract signing date.

5. Reporting and Supervision

The consultant will work under the direct supervision of the Coordinator of the Eye Care Department, MoPH, and will collaborate closely with the MoPH technical team and relevant stakeholders. Regular progress updates will be submitted to the MoPH and HNTPO on weekly base.

Job Requirements:
  • Advanced degree (Master’s or higher) in Public Health, Health Policy, or related field.
  • Minimum 15 years of progressive experience in public health with proven expertise in health strategy development, policy formulation, or health system strengthening.
  • Demonstrated experience in developing national-level strategies, policies, or frameworks in the health sector.
  • Familiarity with global and regional strategies in eye health; prior experience in eye health will be an added asset.
  • Strong facilitation, analytical, and report-writing skills.
  • Excellent communication skills in English and local languages.
