HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:
  • Lead the implementation of BPHS/EPHS standards in the district hospital in line with HealthNet TPO and MoPH guidelines.
  • Develop and oversee the hospital’s operational and strategic work plans.
  • Ensure smooth functioning of hospital departments, including outpatient, inpatient, emergency, surgery, pharmacy, laboratory/diagnostic, MCH, EPI and support services.

Clinical Oversight & Quality Assurance

  • Supervise the medical team and ensure provision of quality, evidence-based medical care.
  • Promote infection prevention and control (IPC), rational use of drug, patient safety, and adherence to clinical protocols.
  • Conduct regular morbidity and mortality reviews and clinical audits.

Human Resource Management

  • Manage all hospital staff in coordination with HealthNet TPO HR policies.
  • Facilitate staff recruitment, orientation, training, performance evaluation, and disciplinary procedures.
  • Promote a respectful and professional working environment, including gender-sensitive and culturally appropriate practices.

Financial and Resource Oversight

  • Monitor hospital budget, resource utilization, and compliance with procurement and finance policies.
  • Ensure effective use of medical supplies, equipment, and infrastructure.
  • Oversee maintenance of hospital buildings, ambulances, generators, and other assets.

Coordination, Liaison, and Representation

  • Act as the focal point between the hospital, provincial Public health office (PPHO), MoPH, community leaders, and other stakeholders.
  • Participate in coordination meetings at district and provincial level.
  • Represent HealthNet TPO in district-level health forums and during monitoring visits.

Monitoring, Reporting & Data Management

  • Ensure accurate and timely reporting of hospital data into HMIS and narrative donor reports.
  • Analyze data to identify service gaps and improve hospital performance.
  • Prepare and submit monthly, quarterly, and ad hoc reports as required by HealthNet TPO and MoPH.
Job Requirements:
  • Medical Doctor (MD) from a recognized institution; specialization in Public Health, Hospital Management, or equivalent is an asset.

Experience:

  • Minimum 5 years of experience in health service delivery, including 2+ years in hospital management roles.
  • Experience working with BPHS/EPHS projects and MoPH systems in Afghanistan is strongly preferred.
  • Proven capacity in team leadership, problem-solving, and conflict resolution.

Skills and Competencies:

  • Strong leadership, communication, and interpersonal skills.
  • Sound knowledge of Afghanistan’s health system and MoPH policies.
  • Good understanding of hospital quality standards, IPC, and health information systems (HMIS).
  • Proficiency in Pashto and/or Dari; working knowledge of English is an asset.
  • Computer literacy (MS Office, Excel, HMIS databases).

Work Environment:

  • Based full-time at the district hospital.
  • May require travel to provincial offices, Kabul, or other field sites.
  • Security and cultural sensitivity awareness are essential.
