Job Descriptions:

Job Summary: The Technical Health Manager is responsible for overseeing, guiding, and ensuring the effective technical implementation of BPHS and EPHS projects in line with the Ministry of Public Health (MoPH) policies, donor requirements, and organizational standards. The position plays a key role in improving the quality, accessibility, and sustainability of health services at both primary and secondary levels through technical leadership, capacity building, supervision, and coordination.

The Technical Health Manager ensures that all health facilities under BPHS and EPHS are functioning effectively, delivering high-quality health care services, and meeting the performance indicators established by the MoPH and donors.

Duties & Responsibilities:

  • Provide overall technical guidance and supervision for the implementation of BPHS and EPHS activities across the target provinces.
  • Ensure the delivery of high-quality, evidence-based health services in line with MoPH and donor standards.
  • Conduct regular technical supervision and quality assurance visits to health facilities, including CHCs, BHCs, SHCs, and district/provincial hospitals.
  • Review and analyze health indicators to identify gaps and propose technical solutions.
  • Oversee the implementation of national clinical protocols, treatment guidelines, and infection prevention and control (IPC) standards
  • Develop and implement capacity-building plans for health facility staff, midwives, nurses, doctors, and community health workers (CHWs).
  • Provide mentoring and on-the-job technical support to medical staff.
  • Organize training sessions, workshops, and refreshers on BPHS and EPHS standards, HMIS reporting, and clinical skills.
  • Strengthen the skills of provincial and district health teams in program management and quality improvement.
  • Collaborate with the M&E and HMIS teams to ensure accurate data collection, analysis, and use for decision-making.
  • Review monthly and quarterly health reports and ensure timely submission to MoPH and donors.
  • Monitor project performance indicators and ensure compliance with BPHS/EPHS benchmarks.
  • Support external and internal monitoring visits, assessments, and evaluations.
  • Coordinate closely with the Provincial Public Health Directorate (PPHD), MoPH, and other stakeholders to ensure effective implementation of project activities.
  • Participate in technical coordination meetings at provincial and national levels.
  • Represent the organization in health cluster, technical working groups, and other coordination forums.
  • Ensure effective communication between the organization, health facilities, and relevant partners.
  • Contribute to project planning, budgeting, and proposal development related to health programs.
  • Participate in the design of innovative health initiatives and strategies to strengthen service delivery.
  • Support integration of reproductive health, nutrition, EPI, mental health, and WASH components into BPHS/EPHS services.
  • Ensure that gender, protection, and community engagement principles are integrated into health activities.
  • Ensure timely availability of medical supplies, drugs, and equipment for health facilities.
  • Coordinate with logistics and pharmacy departments for forecasting, procurement, and distribution of medical commodities.
  • Support inventory management, rational drug use, and compliance with MoPH guidelines.
  • Coordinate with surveillance units for case detection, reporting, and response planning.
  • Ensure the readiness of health facilities for emergency preparedness and response.
Job Requirements:

Job Requirements:

  • MD degree from a recognized University or Master’s degree of Public Health
  • At least 8-10 years of experience in managing health programs, preferably BPHS/EPHS in Afghanistan or similar contexts.
  • Strong knowledge of MoPH BPHS and EPHS policies, standards, and guidelines.
  • Demonstrated technical expertise in clinical services, reproductive health, child health, nutrition, and communicable diseases.
  • Experience in health systems strengthening, quality assurance, and capacity building.
  • Strong leadership, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills in English, Dari, and Pashto.
  • Proficient in MS Office, HMIS, and health data analysis tools.
  • Ability to travel frequently to field sites under challenging conditions.
