Job Summary: The Provincial Hospital Director is responsible for providing strategic leadership, management, and coordination of all hospital operations and services at the provincial level. The position ensures the effective delivery of quality healthcare, efficient use of resources, compliance with national health policies, and maintenance of high professional and ethical standards. The Director oversees clinical, administrative, and financial functions to ensure that the hospital operates smoothly and effectively meets the healthcare needs of the community.
Duties & Responsibilities:
- Provide overall leadership, supervision, and strategic direction for hospital operations and staff.
- Develop and implement hospital operational plans aligned with the national and provincial health strategies.
- Lead and coordinate hospital management committees and ensure effective communication between departments.
- Promote teamwork, accountability, and a culture of continuous quality improvement.
- Ensure that all departments (clinical and non-clinical) are functioning efficiently and collaboratively.
- Ensure delivery of high-quality patient care and compliance with clinical standards and protocols.
- Supervise medical, nursing, and allied health staff to ensure adherence to professional ethics and clinical guidelines.
- Oversee the implementation of infection prevention and control (IPC) measures throughout the hospital.
- Ensure availability and proper maintenance of essential drugs, medical supplies, and equipment.
- Monitor hospital performance indicators, patient satisfaction, and health outcomes.
- Facilitate clinical training and capacity-building programs for medical and support staff.
- Prepare and manage the hospital’s annual budget and ensure efficient utilization of financial resources.
- Oversee procurement, logistics, and maintenance activities to ensure timely availability of resources.
- Ensure proper financial management systems are in place, including internal controls, accounting, and reporting.
- Supervise administrative functions such as human resource management, payroll, and facility maintenance.
- Ensure all hospital assets are properly inventoried, maintained, and safeguarded.
- Represent the hospital in coordination meetings with the Provincial Health Directorate (PHD), Ministry of Public Health (MoPH), NGOs, and other health partners.
- Strengthen partnerships with community leaders, donors, and local authorities to improve service delivery.
- Participate in provincial health planning, data reporting, and monitoring and evaluation (M&E) activities.
- Coordinate emergency response and public health activities during outbreaks or crises.
- Ensure compliance with national healthcare policies, laws, and donor requirements.
- Oversee hospital accreditation and quality improvement processes.
- Monitor staff performance and adherence to hospital policies and the code of conduct.
- Ensure patient safety and confidentiality are maintained at all levels.
- Prepare and submit monthly, quarterly, and annual reports on hospital activities, performance, and challenges.
- Analyze hospital data to support decision-making and service improvement.
- Report on financial utilization, staff performance, and operational progress to relevant authorities.
