Job Summary: The PHC/SHC Manager is responsible for managing, supervising, and ensuring the effective delivery of quality primary and secondary healthcare services under the BPHS and EPHS projects. The role involves technical leadership, program coordination, and operational management to ensure that all health facilities (CHCs, BHCs, SHCs, and DHs) meet the national standards of the Ministry of Public Health (MoPH) and the organization’s quality assurance policies.

The position focuses on ensuring efficient service delivery, capacity building of staff, community engagement, and achievement of health indicators across assigned districts or provinces.

Duties & Responsibilities:

  • Provide overall technical leadership for health facilities implementing BPHS and EPHS services (PHC and SHC levels).
  • Ensure that all clinical and preventive services comply with MoPH standards and organizational guidelines.
  • Conduct regular technical supervision and mentoring visits to health facilities.
  • Support implementation of standard treatment guidelines (STG), infection prevention and control (IPC) measures, and rational drug use.
  • Monitor key performance indicators (KPIs) for maternal health, child health, EPI, nutrition, communicable diseases, and emergency care
  • Establish and maintain a continuous quality improvement (CQI) mechanism in all assigned health facilities.
  • Review and analyze service delivery data to identify performance gaps and take corrective actions.
  • Ensure that patient safety, confidentiality, and ethical medical practices are maintained.
  • Facilitate internal and external quality assessments (e.g., RMNCH, IMCI, TB, Nutrition, and Infection Control).
  • Support integration of cross-cutting issues such as gender, mental health, and disability inclusion into service delivery.
  • Supervise and mentor clinical staff (doctors, midwives, nurses, and CHWs) to ensure continuous professional development.
  • Organize refresher trainings and workshops on MoPH-approved technical modules.
  • Assess the performance of health facility staff and provide feedback for improvement.
  • Support recruitment and orientation of new staff as per project needs.
  • Work closely with the HMIS/M&E team to ensure accurate data collection, entry, and reporting from health facilities.
  • Analyze monthly and quarterly data to monitor progress toward BPHS/EPHS targets.
  • Prepare technical reports for internal management and MoPH submission.
  • Participate in field monitoring visits, joint supervision, and project review meetings.
  • Coordinate with the Provincial Public Health Directorate (PPHD), community health shuras, and other stakeholders.
  • Represent the organization in technical coordination meetings, health cluster forums, and stakeholder discussions.
  • Facilitate collaboration between health facilities, community structures, and referral hospitals to strengthen the referral system.
  • Maintain effective communication between the field, regional, and national offices.

Job Requirements:

  • Primary and secondary health care services (PHC/SHC) Manager/Lead with a master’s degree in public health (or a related field), and 10-12 years of experience in health programs management in developing countries.
  • Should be familiar with the health system and standards for the provision of primary and secondary health care services (BPHS and EPHS) in Afghanistan.
  • Strong technical knowledge of MoPH BPHS and EPHS policies, treatment protocols, and standards.
  • Proven leadership, coordination, and supervisory experience in managing healthcare teams.
  • Good understanding of HMIS, M&E systems, and data-driven decision-making.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and HMIS systems.
  • Fluency in English, Pashto, and Dari.
  • Ability to travel frequently to field sites under challenging conditions.
