HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

Objectives

  • To develop a comprehensive Learning Resource Package (LRP) including:
  • Facilitator’s guide for health workers/eye technicians to conduct screening and train schoolteachers.
  • Participant’s manual / screening guideline for schoolteachers to conduct routine eye screening in schools, referrals and eye health promotion.

The scope of work for the consultant will include but not be limited to:

  • Planning to develop LRPs and an appropriate methodology to be determined by the consultant in close consultation with HealthNet TPO, Eye care department of the MoPH, and school health department of the MoEd
  • Collect, review and analyze all the necessary documents to fully understand and gain information in relation to the LRPs including IAPB School Eye Health Guidelines 2024 edition[1].
  • Desk review for the school eye screening and develop LRPs, Standard Operating Procedures (SoPs) and Guidelines.
  • Key informants interview with relevant stakeholders in MoPH, MoEd, School principals, HealthNet TPO, and Afghanistan Society of Ophthalmologists. The coordination and arrangement of all KIIs are the consultant responsibility.
  • Focus Group Discussions with the engaged stakeholders in MoPH, MoEd, School principals and schoolteachers, HealthNet TPO, and Afghanistan Society of Ophthalmologists. The coordination and arrangement of all FGDs are the consultant responsibility. At least four FGDs should conduct.
  • Regular coordination with HealthNet TPO, Eye care department of the MoPH, and school health department of the MoEd and establishment of a Technical Working Group (TWG).
  • Attend biweekly Technical Working Group (TWG) meetings and present the progress of the LRP work to TWG, explain and discuss LRP contents, get comments/feedback and incorporate them in the LRP.
  • Develop LRP based on the MoPH/WHO framework.
  • LRP should have a manual for facilitators which include session plans, teaching strategies and assessment tools
  • LRP should have a manual for participant which includes checklist, step by step guide, practice examples and any visual aids required.
  • Share LRPs first draft with LRP-TWG members according to timeline for their review and feedback.
  • Discuss and incorporating relevant feedback for further enrichment of LRP.
  • Prepare presentation for LRP-TWG when LRP is finalized to receive final feedback.
  • Submit final draft of LRP to the LRP-TWG for final review and approval.
  • Receive LRP approval from LRP-TWG.
  • Translate LRP to Pashto and Dari
  • Test final approved LRP in a school in Kabul.
  • Make any necessary changes as a result of testing approved LRP.
  • Submit hard and soft copy of final and approved LRP to HealthNet TPO in English, Pashto, and Dari.
  • Provide regular weekly progress reports and final reports to HealthNet TPO country office and FHF.
  • Finalizing LRP within due time stipulated in this ToR.

 

Duration / Timeline

The consultancy will be carried out from October to December 2025.

  • October: Desk review, TWG establishment and coordination, KIIs and FGDs
  • November: Draft preparation, Finalization, translation, field testing, and approval.
  • December: Documentation of lesson learned documentation and submission of the final LRP to HNTPO and FHF.
Job Requirements:
  • Advanced degree in Public Health, Ophthalmology/Optometry, or related field.
  • Minimum 10 years of relevant professional experience in curriculum development, training, or eye health programming.
  • Proven experience in school health or community-based health interventions.
  • Familiarity with WHO/MoPH guidelines and Afghanistan’s health and education systems.
  • Excellent analytical, writing, and facilitation skills.
  • Fluency in English and local languages.

Reporting & Supervision

The consultant will report directly to HealthNet TPO with technical oversight from the MoPH Eye Care Department and MoEd School Health Department. Progress will be reviewed regularly by the LRP-TWG.
