Job Descriptions:

General Responsibilities:

The Tax Officer will ensure full compliance with Afghanistan’s tax laws and donor financial regulations. The role involves managing tax filings, advising on tax implications, and ensuring timely submission of all tax-related documentation for OPHA under the HER AF2 and other OPHA related projects.

Key Responsibilities

  • Ensure accurate calculation and deduction of withholding taxes on salaries, vendor payments, rent, and services
  • Prepare and submit monthly and annual tax returns (Ezhar Nama, ARTF) to the Ministry of Finance
  • Maintain updated knowledge of Afghan tax laws and advise OPHA on changes and implications
  • Liaise with relevant government authorities for tax clearance and compliance matters
  • Ensure timely submission of tax forms to avoid penalties
  • Support external audits and donor financial reviews related to tax matters
  • Provide training and guidance to finance staff on tax procedures and documentation
  • Maintain organized records of all tax filings, correspondence, and receipts
Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Accounting, Finance, Economics,
  • Minimum 3 years of experience in taxation, preferably with NGOs or donor-funded projects
  • Strong understanding of Afghan tax law and regulations
  • Proficiency in Microsoft Excel and accounting software
  • Excellent communication and reporting skills in Dari and English
  • High integrity and attention to detail
  • The position requires regular travel to provinces for field visits and providing support to project activities & HFs staff.

 Deliverables

  • Monthly tax reports and payment confirmations
  • Annual tax declaration and clearance certificate
  • Updated tax compliance checklist for the project
  • Advisory memos on tax law changes affecting project operations

 Duration & Payment Terms

This position is for one year, renewable based on performance and project needs. Payment will be made monthly, subject to submission of deliverables and timesheets.

  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
