Job Descriptions:

General Responsibilities:

The Finance Manger will be responsible for ensuring sound financial management, compliance, and reporting for the HER AF2 project and other OPHA implementing projects. This role is critical to maintaining transparency, accountability, and alignment with donor requirements, particularly those of UNICEF and other donors.

Key Responsibilities

1. Financial Planning & Budgeting

  • Assist in the preparation of annual budgets and financial forecasts for the HER AF2 project and other OPHA related projects.
  • Monitor budget execution and provide variance analysis.
  • Support program teams in budget planning and cost allocation.

2. Accounting & Bookkeeping

  • Maintain accurate financial records in accordance with OPHA and donor policies.
  • Record transactions in accounting software and reconcile accounts regularly.
  • Ensure timely processing of payments, payroll, and reimbursements.

3. Donor Compliance & Reporting

  • Prepare financial reports for UNICEF, other donors , and other stakeholders as per agreed formats and timelines.
  • Support audits and donor reviews by providing required documentation and explanations.
  • Ensure compliance with donor financial regulations and OPHA internal controls.

4. Cash Management & Banking

  • Monitor cash flow and ensure sufficient liquidity for project activities.
  • Manage bank accounts, perform reconciliations, and oversee fund transfers.
  • Safeguard petty cash and ensure proper documentation of expenditures.

5. Procurement & Asset Oversight

  • Collaborate with procurement and logistics teams to ensure financial oversight of purchases.
  • Track and report on project assets and inventory from a financial perspective.

6. Capacity Building & Support

  • Train project staff on financial procedures and donor compliance.
  • Provide technical support to field offices and implementing partners as needed.
Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Finance, Accounting, or related field (Master’s preferred).
  • Minimum 7 years of experience in financial management, preferably with international NGOs or donor-funded projects.
  • Familiarity with UNICEF financial guidelines is highly desirable.
  • Proficiency in accounting software (e.g., QuickBooks, FundWare, PEACH TREE or similar).
  • The position requires regular travel to provinces for field visits and providing support to project activities.
  • Strong analytical, organizational, and communication skills.
  • Fluency in English and Dari/Pashto.

  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
