About World Vision International:

WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” 

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Descriptions:

JOB PURPOSE:

The Food Security and Livelihood (FSL) Officer will support the Returnee Response Project funded by WV-US, focusing on SME development and micro-grants for returnee. Responsibilities include community mobilization, consultation on selection criteria, facilitation of entrepreneurship and financial management training, and support in business plan development for the returnees. The Officer will work with team to review business plans, disbursement of micro-grants  and provide ongoing mentoring and technical support to ensure successful small business start-ups. The role also includes coordination with stakeholders and supervision of Community-Based Facilitators. 

MAIN DUTIES AND RESPONSIBILITIES:

Technical Support and Guidance 

  •  Lead beneficiary selection, verification, and registration in close coordination with the Project Manager, MEAL Zonal leadership, Provincial sectorial Organization and technical team, with a strong focus on returnee households, particularly women.
  • Provide technical guidance on SME development, income generation, and micro-grant activities, including participatory livelihoods assessments and support for beneficiaries to develop viable business plans.
  •  Engage communities and build strong relationships to identify entrepreneurship opportunities for returnees and women, supporting them to prepare practical and sustainable business plans.
  • Prepare distribution and implementation plans, securing approvals from the Project Manager, Security Manager, and Zonal Manager.
  • Facilitate trainings on financial literacy, entrepreneurship, and business planning, ensuring women returnees have equitable access and participation.
  • Support vulnerability assessments to identify the most vulnerable returnee households for micro-grant assistance.
  • Work closely with the Project Manager and Zonal leadership to ensure timely implementation and readiness for micro-grant disbursement.
  • Ensure all activities follow WVA SOPs and “Do No Harm” principles, with attention to gender equity and inclusion of women returnees.
  • Document and report achievements, challenges, innovations, and lessons learned to strengthen project delivery and inform strategy.

Stakeholder coordination

  •  Travel regularly to project sites to ensure effective and quality implementation of small business and livelihood activities for returnees, with special attention to women.
  •  Conduct coordination meetings with community elders, local authorities, and relevant line departments to support micro-grant and entrepreneurship initiatives.
  • Engage regularly with local wholesalers, retailers, and financial service providers to strengthen business linkages for returnee entrepreneurs.
  • Facilitate market connections between returnee households (especially women-led businesses) and provincial/zonal markets.
  • Maintain strong working relationships with stakeholders, partners, and other actors to ensure smooth project delivery and sustainability.

Documentation:

  • Ensure proper documentation of project processes is upheld, i.e. distribution plans, beneficiary lists, voucher requisition, distribution reports, working with all stakeholders.
  • Prepare and submit timely and period reports (monthly, quarterly), management reports, and other reports as needed.
  • All information, data and reports generated in this project belong to WVI. Therefore, it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.
  • File all contracts and agreement with returnees
  • Support the MEAL Coordinator, to establish the Complaints response mechanisms (CRM) at community level.
  • Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.

Data collection and reporting

  • Regular field visit, monitor, document and report work progress to the FSL Project Manager on daily and weekly basis.
  • Participate in preparation of project reports as per WVA and donor guideline
  • Administrative tasks in relevant to project activities
  • Logistical planning of distributions and other field activities (procurement, transport, cash advance etc.
  • Provide the project manager and monitoring team with relevant information for project reports and surveys;
  • Compile data collected from assessment and surveys with close coordination of the MEAL department for reporting purposes;
  • Arrange all necessary logistics for activities of projects including workshops and trainings;

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.

Job Requirements:

Required Education, training, license, registration, and/or Certification

  • Bachelor degree in Economic, Agriculture and Business Management

Required Professional Experience

  • At least 3 years of experience in management of small business, livelihood and cash-based intervention.
  • Demonstrated proven experience in project management, monitoring and evaluation working in international NGOs

Required Language(s)

Fluency in English, Dari and/or Pashto, both written and spoken

Required travel and/or work environment accommodations

This position is based in Faryab with travel to districts

Being in good health and physical conditions.

Preferred Experience, Knowledge and/or other Qualifications

  • Experience in implementing and managing SMEs, Cash based intervention and /or Livelihoods projects in Afghanistan particularly Faryab Afghanistan
  • Ability to draft good quality short reports in English
  • Positive attitude, excellent communication skills, and excellent team worker
  • Demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Demonstrate openness and willingness to learn about the application of gender/gender mainstreaming, equal’s rights, and diversity for all aspects of development and humanitarian work.
  • Experience in  working with small scale business and conducting trainings
  • Experience in working closely with local partner organisations and stakeholders throughout a programme cycle
  • Knowledge on Climate change and impacts on livelihoods/Agriculture sector
  • Experience in private sector engagement and market linkages
