CBR Capacity Building & Research Officer

Terms of Reference (ToR) for the position of Capacity Building & Research Officer for AEHDA’s multi-sectoral Health, WASH, and Protection Programs in Kabul and Herat (hybrid duty station):

Position Title: Capacity Building & Research Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Kabul and Herat (hybrid: in-office and field-based work)
Duration: 12 months (extendable up to 3 years based on performance and funding availability)
Probation Period: 3 months
Reporting to: Technical Program Manager / Senior MEAL Officer

1. Background

AEHDA is a humanitarian and development organization working across Afghanistan to improve access to health care, WASH services, and protection support for vulnerable populations. Capacity building and operational research are key pillars of AEHDA’s programming strategy to ensure high-quality, evidence-based, and sustainable interventions. The organization seeks to strengthen the capabilities of health workers, field teams, and stakeholders through structured training and practical research initiatives.

2. Purpose of the Position

The Capacity Building & Research Officer will design, implement, and monitor training initiatives and research activities that contribute to improved service delivery and institutional learning. The officer will coordinate training programs, conduct field assessments, and contribute to knowledge generation across AEHDA’s projects. This position bridges operational needs with strategic development through structured learning and research.

 

 

 

 

3. Key Responsibilities

Capacity Building
• Identify training needs among field teams, partners, and community workers.
• Design, coordinate, and facilitate capacity-building sessions, workshops, and learning events.
• Develop and adapt training materials, job aids, and guidelines tailored to program needs.
• Support the implementation of continuous professional development plans for staff.
• Maintain a training database and track participant feedback and post-training evaluations.
• Collaborate with program managers to ensure integration of capacity-building into project cycles.

Research
• Assist in designing operational research studies, surveys, and assessments.
• Contribute to data collection tools, protocols, ethical considerations, and field coordination.
• Compile, analyze, and report findings with practical recommendations.
• Liaise with external academic or research partners as needed.
• Draft briefs, reports, and publications based on research outcomes.
• Ensure that research aligns with donor requirements, AEHDA objectives, and MoPH standards.

Cross-cutting
• Promote gender-sensitive and inclusive approaches in all training and research.
• Support internal learning events and after-action reviews.
• Ensure compliance with AEHDA's MEAL and PSEA standards throughout activities.

6. Reporting Line

The Capacity Building & Research Officer reports directly to the Technical Program Manager and coordinates closely with the MEAL and Program Implementation teams in both Kabul and Herat.

7. PSEA and Compliance

The officer must fully comply with AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA) Policy, Child Safeguarding Policy, Code of Conduct, and all compliance procedures related to ethical research and training conduct.

8. Working Conditions

• Hybrid duty station (Kabul/Herat), with field travel to project sites when necessary.
• Full-time position: 5 working days/week (Saturday to Wednesday).
• May require occasional evening or weekend sessions during training or field research.

9. Interdiction Clause

Any instance of unethical conduct, data manipulation, harassment, or violation of AEHDA’s values and policies will lead to immediate disciplinary action, including potential termination of contract and referral to relevant authorities if necessary.

Job Requirements:

4. Qualifications

• Master’s or Bachelor’s degree in Public Health, Social Sciences, Education, or a related field.
• At least 5 years of relevant experience in capacity building, training, or applied research, preferably with NGOs.
• Experience in adult learning methodologies and participatory training techniques.
• Familiarity with qualitative and quantitative research methods and tools (e.g., KAP, FGDs, SPSS, Kobo).
• Excellent written and verbal communication skills in English and Dari/Pashto.
• Strong facilitation, reporting, and presentation skills.
• Proficiency in Microsoft Office and online collaboration tools (e.g., Zoom, Teams).
