Job Descriptions:

POSITION OBJECTIVE
The CBHC Senior Officer is a key member of the technical/health program management team and will report to the EPR coordinator position of AKF health department.  
 
The CBHC Senior Officer will work in close coordination with EPR Coordinator national M&E/MIS, national and regional program coordinators/managers and will be responsible for overall management, supervision, technical support, planning and reporting of CBHC activities of AKF at national level. He/ She will be also responsible for coordination and communication of project activities with all CBHC actors in the country including PHC/MoPH, UNICEF and other national and provincial actors involved in health specially CHBC efforts.

JOB DUTIES AND RESPONSIBILITIES
Technical
•    Support regional health team to ensure that the projects activities are being implementing in accordance with agreed work plan, implementation schedule and allocated resources.
•    Track the Project progress against the agreed work plan and ensure the budget utilization according to the allocated budget and with consideration of the donor requirement and compliance.
•    To supervise the health and Nutrition activities, implement by provincial staff to ensure CBHC program quality and real-time decision for program improvement by documenting implementation gaps and challenges.
•    Conduct field visits (at least monthly basis) and coordinate the projects implementation with BPHS implementers and relevant stakeholder at the field level and follow up the field visits findings from health projects related activities being implementing at the regional level and address field implementation issues (technical and operational) with concerned departments.
•    Preparing of required reports such as monthly, quarterly, semiannual, annual and update progress reports for line supervisor and health management with accordance to the donor requirement, reporting mechanisms and deadlines.
•    Coordinate the purchase requests of the project requested medical and non-medical items and follow up regularly with relevant department such as procurement, finance, and others for onetime provision.
•    Contribute to the process for developing project annual plan, implementation schedule and yearly plan of operation (YPO) for the projects implement by health team.
•    To manage arrangement of all required trainings and capacity building programs to the project staff and stakeholders within the national and regional level.
•    Provide support for initial and refresher trainings of CHSs and CHWs in accordance to MoPH/CBHC guidelines, CHS and CHWs curriculum.
•    Ensuring and evaluating the training activities, quality of training, and supervision of Community Health Workers (CHWs) by CHW Supervisors/ Trainers, project staff and local communities.
•    Participating in meetings/workshops and Task Force/Working Groups conducted at MoPH to share and exchange experiences on CBHC from the field for improving the gaps and challenges faced in the community during implementation.
•    Ensuring IYCF counselling and Nutrition activities of the project being implemented at field level. 
•    Increase the projects staff capacity through supervision, workshops, trainings, and regular consultation for improved performance and achieving better results and targeted outputs and outcomes of the projects.
•    Work closely with other AKF sectors in identifying areas for collaboration and program integration that help utilizing program budget efficiently and address stakeholders’ expectations with minimal resources.
•    Liaise and coordinate the projects implementation with other AKDN agencies, AKF sectors at the national level.
•    Work closely with M&E team to analyses program implementation and take forward the best practices & lessons learned and incorporate in donor reports.
•    Support health management in identifying areas for innovation and improvement through new concept notes, proposals, and strategic plans for resource mobilization.
•    To report any challenge mis affecting the implementation including financial problems with line manager and health management.
•    To carry out the responsibilities of the role in a way which reflects AKF’s commitment to preserving AKF’s Safeguarding standards for organization, staff, beneficiaries, and stakeholders.
•    Comply with AKF policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
•    Respect the target communities’ cultures, traditions, and costumes.
•    Follow up of the action plans and contract requirements with project staff.
•    Review of technical reports received from projects and provision of written feedback.
•    Prepare inception, semiannual and other required project reports on due time and ensure the timely submission of reports to the Donor.
•    To ensure capacity building opportunities are provided to the project staff according to the contract requirements and improvement of service provision.
•    To track/record all project technical and financial documents.
   Monitoring
•    Work with M&E/MIS Officers  to ensure shared knowledge of all grant indicators with the ; review monitoring tools to ensure that data for all donor indicators is captured; ensure regular qualitative data-gathering instruments are in place and meet grant needs; develop consultant ToRs as per grant requirements; review consultant reports, in coordination with M&E/ MIS and National and Regional health team before submission to donor.
   Financial monitoring
•    To work closely with finance staff of the project on all financial issues and ensure the project expenses are within allocated budget and codes.
•    Regular follow of the financial status of the projects and provide feedback and recommendation/guidance to the finance department and field level staff.
•    Ensuring the instalments are received and salaries other project costs on paid on time.
•    Ensuring the timely submission of financial reports to donors by Finance department.
•    To conduct/guide the quarterly budget preparation meetings.
•    To review/coordinate allocated budgets for capacity building of staff with relevant provincial staff for conducting of trainings.
•    Carry out the responsibilities of the role in a way which reflects AKF’s commitment to protecting children in accordance with the Child Safeguarding Policy.
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    In coordination with M&E/ MIS and National health team identify and recommend focused research study topics.
•    Represent AKF and/or present case studies and/or lessons learned at internal and external events/forums.

•    Bachelor of Public Health, Midwifery from a recognized university. Medical doctor (MD)preferred.
•    At least 3 years specific experience in CBHC/PHC field.
•    Qualified female candidates are preferred.
•    Ability to meet deadlines and manage high pressure situations.
•    Good English written and spoken communication skills (Knowledge of Dari and/or Pashto is an advantage).
