POSITION OBJECTIVE
The National Senior Officer, Education - Technical (NSOE-T) is a key member of the education team based at the national program office (NPO), primarily responsible for the technical support and monitoring the implementation of the ECW project within the AKF Education Program. The NSOE collaborates closely with the National Advisor, Education (NAE) to ensure effective support for the Local Non-Governmental Organizations (LNGOs) implementing the ECW project in their respective provinces, in line with AKF policies, donor project directives, and annual work plans.
These are 03 dedicated positions for the following provinces, based in Kabul, with approximately 70% of his/her time working in the field.
- Herat and Badghis
- Paktika, Ghazni and Wardak
- Nangarhar and Kunar
The positions are focused mostly on providing technical support for Local NGO partners’ staff and monitoring at the field level under the Education Program (ECW project).
JOB DUTIES AND RESPONSIBILITIES
1. Technical Support and Program Delivery
Provides technical support to the National Advisor Education (NAE) by reviewing training packages and program design, facilitating Training of Trainers (ToTs), preparing detailed training and field visit reports to address field-level needs and challenges, and reporting program issues.
• Provides technical assistance and capacity-building support (training/mentoring) to partners (LNGOs), to ensure they effectively implement education activities according to project guidelines and quality standards.
• Coordinates with the NAE in preparation of monthly action plans for program implementation monitoring.
• Contributes to the refinement of program plans, ensuring alignment with organizational goals and national education priorities.
• Monitors and evaluates program delivery, providing feedback and recommendations to LNGOs for continuous improvement.
2. Programme Effectiveness
• Oversees education activities in assigned provinces (including Shuras, Schools, CBEs, ALPs, and teachers) and conduct regular visits to all ECW targeted schools at assigned provinces to ensure partners are conducting activities in accordance with work plans and AKF/donor policies.
• Coordinates program activities with LNGOs and PED, DEDs, School Shuras, to ensure interventions implemented in the field are aligned with the policy of AKF, donor, and MoE.
3. Partner Management and Development
• Works closely with partner technical staff (including master trainers/trainers/Community Mobilizers) to identify capacity building needs and professional development areas for them, to ensure LNGOs perform duties in accordance with job responsibilities and project requirements
• Coordinates mentoring / monitoring visits and provides action plans for LNGO staff professional development; and
• Maintains a good filing system (both in soft and hard copies) at NPO and data (both quantitative and qualitative) should be available on request.
4. Resource Management
• Facilitates purchase requests for project materials/equipment and conducts quality check of items and on-time distribution of all items to LNGOs in assigned provinces; and
• Maintains records of material/equipment delivery and monitors utilization of resources delivered to LNGOs, beneficiaries, and schools/classes.
5. Communication and Reporting
• Complies and share lessons learned, program success stories, and challenges.
• Supports LNGOs in preparing monthly payroll for CBE and ALP teachers and shares it with the National Program Office (NPO) HR for processing.
6. Representation
• Represents AKF at meetings and other relevant events at the PED, DED, School, and Community levels, when requested.
• Develops and fosters a close working relationship with LNGOs and DEDs/PEDs in assigned provinces.
• Attend PED meetings at the provincial level, when necessary.
• To carry out responsibilities of the role in a way that reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy; and
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
• Attends AKF coordination meetings at the provincial level and liaises with the ECW partners' management.
• Assists in data collection from the field communicating guidance from M&E.
• Any tasks are assigned by the immediate supervisor or senior management in the NPO.
DECISION-MAKING & AUTHORITY
Administration:
• Planning and execution of the activities approved in the YPO.
• Communicates with the relevant LNGOs, PEDs and DEDs at National and Provincial levels.
Technical:
• Provides technical support to the Local NGOs partners staff at the provincial level.
• Is responsible for the overall result and outcome of the activities executed in the targeted provinces.
Logistical:
• Works closely with the admin/logistic department.
• Distribution and keeping records of all education materials and resources and keeps their records.
Finance:
• Has the authority to verify the purchasing request and any other monetary matters relevant to assigned provinces.
