About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The Community Mobilizer will report to the Provincial Coordinator/Education Officer and providing regular updates on distribution activities and community engagement. He/ she will support distribution of educational kits, engage local government for documentation and approvals, support school repairs in collaboration with Shuras, and assist in conducting assessments to understand and address the needs of the education system in the community. The aim of this position is to improve access to quality education by supporting public schools and community-based classes through the provision of essential resources and materials.

 

Duties and responsibilities:

 

The Community Mobilizer will undertake the following responsibilities but not limited to;

  • Coordinate and organize the distribution of educational kits to public schools and community-based classes as per project guidelines.
  • Maintain records of distributed items, ensuring accountability and transparency throughout the process.
  • To mobilized the targeted community to be support for project smoothly implementation.
  • To identify the areas that require improvement in order to make the project better
  • Verify receipt of kits at each location, obtaining signatures, stamps, and any other required documentation.
  • Act as a liaison between the project and government authorities for approvals related to kit distribution, school repair activities, and assessment processes.
  • Facilitate regular meetings with Shuras to discuss school needs, repair priorities, and community involvement in education support.
  • Assist Shuras in organizing and managing repair activities to ensure safe and conducive learning environments.
  • Assist in conducting assessments to evaluate school infrastructure, learning environments, and other needs within public schools and community-based classes.
  • Collect relevant data in collaboration with project and M&E teams to identify areas for improvement and support required.
  • Successful distribution of educational kits to all targeted public schools and community-based classes, with completed documentation.
  • Travel to project sites, including schools and community centers will be required to facilitate kit distribution, engage with Shuras, and oversee repair activities.
  • Any other tasks as assigned by line supervisor.
Job Requirements:
  • Bachelor’s degree in Education, Social Sciences, Community Development, or other related field.
  • At least (3-5) years of experience in project implementation, preferably in the education sector and within an NGO or community-based setting.
  • Priority will be given to local residents.
  • Strong communication and interpersonal skills, with experience working collaboratively with local communities and government departments.
  • Familiarity with educational structures, community engagement practices, and record-keeping procedures.
  • Proven ability to work collaboratively with government officials, provincial team, and local communities.
  • Proficiency in local languages and English, plus proficiency in Microsoft Office and other relevant software.
  • Excellent communication and interpersonal skills, along with strong organizational skills and attention to details.
