Context:
Under the overall supervision of the Chief of Mission, the direct supervision of the Senior Programme Coordinator (DTM), the technical supervision of the Database and Information Management Officer, and in close coordination with the Head of Programmes and Programme Managers, the National Information Management and Database Officer – ACDMS will be responsible and accountable for the programme-facing coordination and operationalisation of the Afghanistan Centralised Database Management System (ACDMS). The incumbent will work closely with programme focal points, the Information Management Unit, ICT, M&E and other relevant functions.
ACDMS is a Country Office (CO)-wide institutional data management initiative intended to provide a centrally governed, secure, scalable and interoperable platform that harmonises programme data standards and supports consistent data collection, validation, case and referral workflows, reporting, analysis, coordination, oversight and evidence-informed decision-making. The system is designed to reduce fragmentation and duplication, strengthen data quality and accountability, and enable programme-specific modules within a common architecture and governance framework.
Working under the technical supervision of the Database and Information Management Officer, the incumbent will support ACDMS alignment with CO-wide information management architecture, database standards, data governance frameworks, interoperability requirements, cybersecurity controls, data protection principles and institutional information management practices. The incumbent will serve as the principal interface between programme leadership and the technical ACDMS team, translating programme objectives, operational workflows and information needs into prioritised and validated system requirements.
