The SCOPE/MODA Focal Point supports the accurate, secure, and timely management of beneficiary information for the WFP Emergency Assistance Project. The position is responsible for SCOPE/MODA registration and verification, beneficiary data management, distribution-related datasets, data quality, system support, reporting, and coordination with relevant project teams. The role helps ensure that beneficiary information is handled confidentially and in accordance with CHA and WFP requirements. 2. Key Responsibilities • Register, update, verify, and validate beneficiary information in WFP SCOPE/MODA systems, ensuring completeness, accuracy, and data integrity. • Support SCOPE card registration and beneficiary verification before and during distributions. • Prepare, review, and manage Beneficiary Payment Lists (BPLs), beneficiary lists, and other distribution-related datasets. • Develop and manage Kobo/MODA data-collection forms required for targeting, registration, verification, monitoring, and reporting. • Maintain SCOPE/MODA databases, user profiles, field locations, and approved transfer information in line with project requirements. • Support the setup, synchronization, and basic troubleshooting of SCOPE-related equipment and mPOS/mobile registration devices, and escalate technical issues when required. • Conduct routine data-quality checks, identify inconsistencies or duplicate/incomplete records, and ensure timely correction of data issues. • Maintain secure beneficiary records and ensure compliance with CHA/WFP requirements for confidentiality, data protection, and authorized access. • Generate accurate SCOPE/MODA reports, beneficiary statistics, and data summaries required for project monitoring, distributions, reconciliation, and management reporting. • Provide beneficiary data and field-verification support to project monitoring activities and assist in resolving registration or verification discrepancies. • Train and provide technical guidance to relevant field staff on SCOPE/MODA procedures, data collection, data quality, device use, and reporting requirements. • Coordinate with project management, program, monitoring, IT, logistics, and distribution teams on beneficiary data and SCOPE/MODA operational requirements. • Liaise with WFP and relevant stakeholders on SCOPE/MODA data issues, verification requirements, reporting, and authorized operational follow-up as assigned. • Maintain organized records and supporting documentation for data verification, audits, reconciliations, and donor compliance checks. • Immediately report suspected data irregularities, protection concerns, fraud risks, or unauthorized access to the appropriate supervisor in accordance with CHA procedures. • Perform other SCOPE/MODA and beneficiary-data-related duties assigned by the Project Manager within the scope of the position. Working Conditions • Field-based position requiring regular travel to assigned districts and distribution locations. • Extended working hours may be required during registrations, verifications, distributions, or emergency operations. • The incumbent must comply with CHA security, operational, safeguarding, and data-protection procedures. • The position has no authority to independently change beneficiary eligibility criteria, entitlements, transfer values, or approved procedures; unresolved cases must be referred to the Project Manager. 6. Reporting and Accountability The SCOPE/MODA Focal Point reports to the Supervisor and is accountable for the accuracy, timeliness, security, and confidentiality of beneficiary data and SCOPE/MODA records. The incumbent is responsible for promptly escalating data discrepancies, system issues, protection concerns, and other matters requiring management or WFP follow-up.
