The SCOPE Registerer / Distributor supports beneficiary registration, verification, and assistance distribution under the WFP Emergency Project in Balkh Province. The position is responsible for accurate data entry, identity verification, proper use of SCOPE equipment, transparent distribution, secure handling of beneficiary information, and timely reporting in accordance with CHA/WFP procedures. Key Responsibilities • Register and verify beneficiaries in WFP’s SCOPE system using approved procedures and digital tools. • Conduct household-level registration and verification in accordance with approved targeting criteria and standard operating procedures (SOPs). • Operate SCOPE-related equipment, including laptops, biometric devices, and printers, during registration and distribution activities. • Enter beneficiary demographic, biometric, and household information accurately and maintain complete records. • Cross-check beneficiary information against approved lists and immediately report duplicate, inconsistent, suspicious, or incomplete records. • Explain registration requirements, eligibility, entitlements, and distribution arrangements clearly and respectfully to beneficiaries. • Verify beneficiary identity at distribution points and ensure that approved assistance is provided to the correct recipient. • Record distributions accurately and obtain the required beneficiary acknowledgment, including signature or fingerprint where applicable. • Help prevent duplicate distributions, diversion, fraud, and other irregularities, and report shortages or discrepancies promptly. • Support orderly distribution-site operations, including queue management and safe beneficiary movement. • Reconcile registration and distribution records and submit accurate and timely reports to the designated supervisor. • Protect beneficiary information and maintain confidentiality at all times. • Treat beneficiaries with dignity, respect, and impartiality, without discrimination or favoritism. • Report safeguarding, PSEA, fraud, exploitation, abuse, or misconduct concerns through established confidential channels. • Comply with CHA/WFP security, safety, accountability, and operational procedures Required Competencies • Accuracy and strong attention to detail. • Integrity, impartiality, accountability, and confidentiality. • Good communication and interpersonal skills. • Ability to work effectively both independently and as part of a team. • Ability to work under pressure and in field conditions. • Commitment to humanitarian principles, safeguarding, and PSEA standards.
