TASK

Goals / Aims :

The deputy program manager - WASH will provide support in defining and monitoring projects WASH 

He/she will provide regular reports on the progress of activities WASH to the program manager

He/she will coordinate the teams and activities in the absence of the program manager

The deputy program manager WASH will participate in the drafting of reports for donors.

DUTIES

Principle duties:

The assistant program manager will be required to:

Assessment and design of projects

  • Partake in the identification of new areas for intervention.
  • Partake in the design and gauging of financial, human and logistical programs.
  • Partake in the preparation and implementation of diagnostics.
  • Regularly monitor activity indicators, program results in WASH and contextual monitoring.
  • Lead and guide the WASH Technical team is preparing designs and BoQs for WASH interventions.

Implementation and monitoring of activities

  • Plan activities/projects in WASH in collaboration with the operational teams.
  • Oversee the implementation of project activities to ensure meeting of deadlines and following technical specifications. Ensure following all mission SOPs in implementing activities
  • Regularly visit the activity sites, recommending to the Project manager any need for program adjustment.
  • Support the project manager and/or the team leaders with the assessment of human needs, logistical and financial resources needed at different stages of the activities/projects.
  • Identify any risks and constraints related to the WASH activity/project and propose alternate strategies to the program manager.
  • Ensure that the safety of persons and equipment at intervention/project sites is guaranteed.
  • Inform the program manager about all the logistical and financial requirements needed/identified.
  • Partake in the updating of tools for monitoring financial, logistical and operational programs as requested by the program manager.

Team management

  • Partake in the recruitment of national technical staff in WASH department.
  • Organise weekly meetings with program teams.
  • Supervise and monitor potential conflicts within the teams and inform the program manager in the case of a problem.
  • Identify and report any training needs for the teams to the program manager
  • Assist with the implementation of training.
  • Partake in the assessment of team performance.
  • Monitor teams to ensure that they are adhering to health and safety regulations.

Reporting/communication/representation

  • Partake in the drafting of administrative documents to be signed jointly with governmental authorities, communities or partners.
  • Immediately report any problems or information that could affect the projects/activities or the security of the teams to the program manager.
  • Ensure the collection and compilation of information about the progress of projects/activities from the team leaders and/or activity officers.
  • Write regular reports on the progress of projects activities using tools provided by SI and according to SOPs and share them regularly with the program manager.
  • Partake in the drafting of reports and schedules/appendices related to the activities/projects for reports and/or sponsors.
  • Represent SI in collaboration with the program manager and projects/activities to the relevant bodies: local authorities, Clusters.
Job Requirements:

Education & Experience Requirements:

  • Bachelor's Degree in Geology/Hydrogeology, Civil, Water or Environmental Engineering.
  • At least 2 years of relevant professional experience in WASH with an NGO/INGO, including at least 1 year of supervisory experience or experience in a similar role.
  • Proficiency in engineering and water-design software, particularly AutoCAD, WaterGEMS, and EPANET.
  • Demonstrated knowledge and practical experience in hydrogeology, borehole drilling, pumping tests, groundwater assessment, and related water-supply activities.
  •  Proficiency in Microsoft Office.
  • Strong communication, coordination, and interpersonal skills
  • Ability to work effectively under pressure and meet deadlines in challenging operational environments.
  • Flexibility and adaptability to work in different field environments and changing operational conditions.
  • Fluency in English, Dari and Pashto is required.
