About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:
  • Support the Agriculture, livestock, Eco-DRR, Field Engineer, Livelihood Officers in planning and implementation of planned interventions at the provincial and community levels.
  • Support the Officers in coordination of project activities with relevant stakeholders at district and community levels.
  • To ensure proper supervision, community engagement, and adherence to implementation plans.
  • Strengthen coordination between stakeholders, improve field-level oversight, and minimize implementation delays and risks. will significantly contribute to achieving project objectives.
  • Support the Officers on community consultation, development of new sub-project concept and technical proposals.
  • Support the Officers on conducting assessments and studies planned in CARL project, Ghazni province.
  • Support the Officers on planning & development related to agriculture and horticulture project management as per technical requirements.
  • Support the Officers on beneficiary selection for all components and subprojects in targeted areas.
  • Support the Officers on organizing demonstration plots (orchard establishments, kitchen gardening, potato plots, Wheat plots etc..).
  • Support the Officers on relevant technical training to farmers including selection of improved varieties, proper site selection, land preparation, cultivation methods, inter-cropping, proper irrigation system, disease and pest management of the planned agricultural interventions.
  • Support NRM Activities, Livelihood activities, Eco-DRR and irrigation infrastructure activities.
  • Actively participate in the internal annual review of the CARL Program.
  • Provide and submit the activity progress report to all officers, Specialists and Provincial coordinators.
  • Any other tasks assigned by line manager.
Job Requirements:
  • Two to three (2-3) years of experience in the related field, and experience in working with communities and Monitoring and evaluations of the Livelihood projects.
  • University degree in Agriculture, Engineering, Social Science, Development Studies or other relevant academic disciplines.
  • Very good and excellent Pashto and Dari (spoken and written).
  • Good skills in MS Office Package and Internet applications.
  • Excellent interpersonal skills and ability to communicate with local communities and project teams.
  • Punctual and hardworking, desire to meet deadlines and serve rural communities.
  • Regular trips to targeted districts and villages.
  • Preference will be given to the local suitable candidates
