Job Descriptions:

MISSION

Goal/Purpose:

Afghanistan is currently facing an increased influx of cross-border returnees from neighboring countries. In response SI will provide Emergency lifesaving WASH and MPCA services to the returnees in transit areas in Nimroz, Farah, Herat, Helmand and Kunduz provinces, as part of an INGO multi-sector response consortium.

The Emergency Coordinator will be in charge of Solidarités International’s WASH returnees’ response in Afghanistan, across neighboring borders, and the follow up of the returnees’ situation and the coordination of the emergency response with key stakeholders at country level.

The Emergency Coordinator will work under the supervision of the Deputy Country Director for Program, and will be based in Kabul, with frequent travel to the border provinces.

The Emergency Coordinator position’s main objectives are to achieve the following tasks:

· Trends consolidation and analysis of the returnees’ situation across Afghanistan borders.

· Liaise with the INGOs consortium members and IOM Border Consortium for a coordinated response.

· Management and Support of the Emergency Program and Support (HR, logistics, and finance) Teams.

· Coordination of the Project Cycle Management of the returnees’ response within the INGOs consortium.

· External Coordination and Representation within the humanitarian fora engaged in the returnee’s response.

JOB

List of Main Tasks:

1) Trends Consolidation and Analysis of the Contextual and Humanitarian Situation of the Returnees’ Response Across Afghanistan Borders

· Secondary data review and follow up on reports and documents relevant to returnees’ movement and humanitarian response across primary and secondary cross-points along both Iran-Afghanistan and Pakistan-Afghanistan borders.

· Coordinate needs assessments and primary data collection as deemed necessary.

· Liaising and coordinating with the INGOs consortium members, and IOM border consortium at national and regional level.

· Feed the mission with relevant information regarding the humanitarian situation after meetings/exchanges with relevant external stakeholders.

2) Implementation of SI’s Humanitarian Returnees’ Response in Afghanistan

Methodological and Process Support

· Conducting regular field visits to project locations, following up on implementation, and defining constraints and priorities.

· Supporting emergency teams in methodological orientations and project implementation.

· Coordinating the project needs ensuring that human, financial and logistical resources meet activities’ requirements.

· Ensuring proper utilization of different SI follow-up tools (Operational, Activity, MEAL, and Financial follow up) by the emergency team.

· Identification and follow-up of key improvement points in SI emergency response including preparedness, contextual shifts, security considerations…etc.

Recruitment and Capacity Building

· Definition and follow up of recruitment plans.

· Ensuring completion of regular evaluations (EAP) for Emergency staff.

· Organization of appropriate internal and external training for all emergency team members.

· Definition of the individual capacity building requirements of key emergency staff.

Internal and External Reporting

· Organize and lead returnees’ response coordination meetings at the mission level.

· Ensuring regular, timely and relevant internal and external operational reporting in compliance with the mission’s schemes and donor requirements.

Proposal Amendment Process

· Supervising - in collaboration with the DCD - any amendment processes for the returnees’ response project.

· Defining action plans for amendment processes in collaboration with SI teams and partner INGOs consortium members.

· Centralizing narrative/operational/budgetary aspects of proposed amendments.

3) Management and Support of the Emergency Program and Support Teams

Program Oversight

· Provide leadership and support to the Program team (National Emergency Response Program Manager, and National MEAL Manager) including timely communication to the DCD-program.

· Ensure that resources from the Tool Box are used correctly in the management of the project cycle.

· Review monthly project reports to monitor progress of program implementation.

· Lead on the streamlining of cross cutting themes in project implementation.

· Support technical managers to effectively utilize the technical guidance and support of HQ technical unit.

· Ensure that the programs’ context, quality criteria and indicators are monitored and lead to decision making according to the evolving context.

Finance Oversight

· Ensure compliance with donor budgetary guidelines.

· Review allocation tables and financial reports.

· Monitor operational costs and financial aspects of proposals and reports.

· Identify and address financial training needs.

HR Oversight

· Ensure HR policies align with local laws and cultural context.

· Oversee recruitment, contracts, and performance management.

· Support the HR Coordinator in the implementation of training policies and staff development.

· Ensure compliance with disciplinary procedures.

Logistics & Supply Oversight

· Develop the project procurement plan in coordination with the Logistics Coordinator.

· Ensure compliance with SI logistics procedures, and donor compliance requirements.

· Ensure security-related resources are allocated and monitored.

4) External Coordination and Representation

Active Participation in Returnees’ Emergency-Related Meetings and Coordination Fora

· Maintain regular contact and build/maintain close relationships with relevant stakeholders involved in the refugees’ response, including government and authorities, UN agencies, clusters, humanitarian actors, …etc.

· Ensure SI representation in Returnees' meetings, clusters/sub-clusters/taskforce meetings…etc.

Partnership Management

· Ensure SI representation within the INGOs consortium coordination structure.

· Propose mitigation measures to address any identified risks in coordination with the INGOs consortium partners.

Representation and Fundraising

· Develop and maintain productive relationships, in coordination with CD and DCD, with relevant donors.

· Active propositions and search for funding and co-funding possibilities for the returnees’ response.

5) Risk Management, compliance and coordination

· Fully oversee compliance across the project, ensuring adherence to internal policies and donor requirements.

· Ensure audit recommendations are implemented and followed up with program, finance, HR, and logistics.

· Ensure effective risk management strategies are in place to strengthen overall compliance.

EXPERIMENT IN THE HUMANITARIAN SECTOR: At least 3-4 years of Humanitarian Sector experience.

EXPERIMENT ON SIMILAR POSITION: At least 3-4 years of Humanitarian Sector experience.

TECHNICAL SKILLS:

Strong project management skills, including planning, coordination, implementation follow-up, and budget management.
Good understanding of Programme, MEAL, HR, Finance, and Logistics functions in humanitarian operations. Knowledge of humanitarian standards and guidelines, including Sphere standards.
Understanding of donor compliance requirements and reporting procedures.

TRANSVERSAL SKILLS:

Strong initiative, analytical thinking, and problem-solving skills, with the ability to adapt quickly to evolving.
Strong project management and organizational skills, with the ability to plan, prioritize, coordinate resources,
set clear objectives, and effectively manage budgets.
Team management and leadership across multiple locations. Ability to work under pressure and coordinate multiple emergency responses simultaneously across different locations.

LANGUAGES: Proficiency in English and Proficiency in Dari and Pashto is mandatory.

TECHNICITY: The Emergency Coordinator should have a technical background and demonstrate capacity to guide in
implementing emergency response programming covering WASH, MPCA and NFI.

MANAGEMENT: The Emergency Coordinator should demonstrate ability to effectively plan, coordinate and manage
emergency response interventions, and team under his/her responsibility, including setting goals, timelines
and budget management.

ANALYSIS/STRATEGY: Emergency Coordinator should possess problem solving skills, capacity to analyse problems, identify
solutions, adapt to changging environments and be able to contribute to organization strategy.

REDACTION: The Emergency Coordinator will oversee the production of all reporting and documentation for the
emergency response projects.
