About the Project:

Upon successful approval of the project proposal by UNDP, REHA Organization will proceed with the implementation of the Community-based Climate-Responsive Livelihoods and Forestry (CCLF) Project in Keshm District of Badakhshan Province. The project is designed to strengthen the resilience of rural communities to climate change through an integrated package of community mobilization, climate-responsive planning, resilient livelihoods, small-scale infrastructure, and restoration of natural resources, forestry and rangeland ecosystems. Afghanistan remains highly vulnerable to droughts, flash floods, soil erosion, watershed degradation, declining vegetation cover and reduced agricultural productivity. The CCLF implementation phase will support climate-resilient livelihoods, community infrastructure, forestry and rangeland management, with strong attention to community engagement, gender inclusion, social and environmental safeguards, monitoring, documentation and coordination with relevant stakeholders in Keshm District of Badakhshan Province.

Job Descriptions:

Position Summary:

Upon successful approval of the project proposal by UNDP, the Livelihoods & Enterprise Development Specialist will lead the design, technical implementation and follow-up of climate-resilient livelihood, enterprise development, income generation and market linkage activities under the CCLF project in Keshm District of Badakhshan Province. The position will ensure that livelihood interventions are practical, inclusive, market-oriented and aligned with community priorities.

Key Responsibilities:

1.       Livelihood Programming and Technical Support

·       Lead design, planning and implementation support for climate-resilient livelihood and income-generation activities.

·       Validate community-prioritized livelihood interventions and support development of technically feasible implementation packages.

·       Promote climate-smart agriculture, enterprise development and livelihood diversification approaches appropriate to local contexts.

2.       Enterprise Development and Market Linkages

·       Identify viable enterprise opportunities, value chains and market linkage pathways for target communities.

·       Support development of business skills, small enterprise practices and income-generation models for beneficiaries.

·       Coordinate with market actors, local stakeholders and project teams to strengthen sustainability of livelihood interventions.

3.       Training and Capacity Building

·       Design and deliver capacity-building sessions for communities, trainers and project staff on livelihoods and enterprise development.

·       Support gender-responsive training approaches and inclusive participation of women and vulnerable groups.

·       Develop practical tools, training materials and guidance notes for livelihood activities.

4.       Monitoring, Reporting and Learning

·       Monitor livelihood activities and provide technical follow-up to ensure quality and sustainability.

·       Document results, success stories, market linkage outcomes, challenges and lessons learned.

·       Provide technical inputs to reports, workplans, assessments and donor documentation.

Key Deliverables:

·       Livelihood and enterprise development interventions validated, planned and supported.

·       Climate-smart agriculture and income-generation activities technically guided.

·       Training sessions, tools and capacity-building materials developed and delivered.

·       Market linkage opportunities identified and supported for target communities.

·       Technical reports, evidence and lessons learned documented.

Job Requirements:

·       Minimum bachelor’s degree in Agriculture, Economics, Livelihoods, Business Development or a related discipline.

·       Minimum 5 years of experience in livelihood programming and enterprise development.

·       Experience in climate-smart agriculture, income generation, market linkages and value chain support.

·       Experience in designing and delivering training and capacity-building activities.

·       Strong understanding of rural livelihoods, community-based development and inclusive economic empowerment.

·       Good coordination, reporting, facilitation and documentation skills.

·       Fluency in Pashto and Dari is required; proficiency in oral and written English is required.
