The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

Main Purpose of the Consultancy:

The Disability and Inclusion Technical Consultant (STTA) will provide short-term, expert technical assistance to IRC Afghanistan and its consortium partners under the upcoming Education Cannot Wait (ECW) CORE programme. The purpose of this consultancy is to strengthen the disability inclusion dimensions of the programme across the consortium — ensuring that children and adolescents with disabilities, who are among the most excluded from education in Afghanistan, are meaningfully reached and supported across all programme outcomes (Access, Learning, Protection/MHPSS, Gender and Inclusion, and Crisis-Ready Systems).

The STTA will work in close coordination with the ECW Project Lead, the consortium’s technical leads, and IRC’s Gender, Equality and Inclusion (GE&I) function. Technical support will focus on four areas: (i) disability-inclusive assessment design and analysis; (ii) development and adaptation of accessible learning and teacher-training materials; (iii) analysis support, including disability-disaggregated data and reporting against ECW CORE inclusion indicators; and (iv) building and strengthening linkages with local Organizations of Persons with Disabilities (OPDs) and disability-focused civil society organizations operating in Afghanistan.

The consultancy is expected to be deployed over an estimated 40–60 working days across the inception, design and early implementation phases of the programme, with the option for further deployments during implementation as needs emerge. The role is primarily Kabul based or remote subject to security clearance and access conditions.

 Duties and Responsibilities:

The STTA will provide expert technical advice on disability inclusion across the ECW CORE programme, applying a twin-track approach — mainstreaming inclusion across all programme components while supporting targeted measures for learners with disabilities. Specific duties include:

Assessment support

  • Support design and review of disability-inclusive assessment tools, including incorporation of the Washington Group Short Set on Functioning and the UNICEF/WG Child Functioning Module where relevant
  • Support consortium partners to disaggregate baseline data by disability and to identify barrier-specific data needs for learners with different functional limitations
  • Advise on accessibility audits for community-based education (CBE) and accelerated learning sites, including physical, communication, and pedagogical accessibility

Materials development

  • Advise on development and adaptation of accessible learning materials, teacher-training modules, and information, education and communication (IEC) materials, applying Universal Design for Learning (UDL) principles
  • Support development of teacher and facilitator orientation packages on disability inclusion, including practical strategies for inclusive pedagogy in CBE settings
  • Review and quality-assure consortium programme materials against disability inclusion standards

Analysis support

  • Support analysis of disability-disaggregated programme data and contribute to ECW CORE reporting against inclusion indicators
  • Contribute disability-inclusion sections to programme reports, learning briefs, and adaptive management products
  • Support integration of inclusion considerations into the programme M&E framework, including indicator selection and data collection protocols

Linkages with local inclusion CSOs

  • Map and engage local Organizations of Persons with Disabilities (OPDs) and disability-focused CSOs active in Afghanistan, including in target geographies
  • Facilitate structured engagement between consortium partners and OPDs/CSOs to ensure that learners with disabilities and their families have a voice in programme design, adaptation and review
  • Support consortium partners to identify potential sub-grant, partnership or referral relationships with disability-focused CSOs in line with the ECW CORE localisation commitments

Cross-cutting

  • Provide on-call technical advisory support to the ECW Project Lead and consortium partners on emerging disability inclusion questions
  • Liaise with IRC’s GE&I technical advisors, the IRC Disability Inclusion Working Group, and other global technical resources as needed
  • Contribute to internal IRC learning on disability inclusion in education in emergencies programming in Afghanistan and similar contexts

 

Job Requirements:
  • Master’s degree in education, disability studies, public health, social sciences, or a closely related field; equivalent professional experience may be considered in lieu of a Master’s
  • Minimum 7–10 years of progressive experience in disability inclusion, with a substantive portion in humanitarian or fragile/conflict-affected contexts with a focus on Afghanistan
  • Demonstrated experience supporting disability inclusion in education programming, ideally including community-based education (CBE) or other non-formal education modalities
  • Proven track record providing technical assistance to consortium partners or implementing partners
  • Experience working with OPDs/DPOs in programme design, partnership, or capacity strengthening
  • Experience in Afghanistan or other South/Central Asia contexts highly preferred
  • Strong working knowledge of the UN Convention on the Rights of Persons with Disabilities (UNCRPD), the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, and the twin-track approach to disability inclusion
  • Familiarity with the Washington Group Questions and UNICEF/WG Child Functioning Module for disability data collection
  • Understanding of Universal Design for Learning (UDL) and inclusive pedagogy
  • Familiarity with ECW programming and MYRP/FER funding mechanisms; familiarity with INEE Minimum Standards
  • Working knowledge of the Afghanistan education context, including community-based education modalities and operating considerations under de facto authority constraints
  • Excellent technical writing and analysis skills in English, with the ability to produce publication-quality outputs
  • Strong facilitation and stakeholder engagement skills, including across cultural and organisational boundaries
  • Demonstrated capacity to work remotely with strong self-management and clear deliverable orientation
  • Proficiency in standard office software and basic data analysis in Excel
  • Fluency in English (written and spoken) required
  • Fluency in Dari and/or Pashto desirable
  • Commitment to a rights-based approach to disability inclusion and to the meaningful participation of persons with disabilities and their representative organisations
  • Demonstrated cultural sensitivity and contextual awareness, particularly relevant to operating in Afghanistan
  • Active commitment to the IRC Way and IRC’s Safeguarding standards
