Job Descriptions:

BarakatPay is an Electronic Money Institution (EMI) project being established in Afghanistan to provide secure, innovative, and regulated digital financial services. The company aims to serve individuals, merchants, agents, corporate clients, NGOs, and other payment ecosystem participants through modern electronic payment solutions.

BarakatPay is seeking a qualified and experienced Chief Executive Officer (CEO) to lead the organization and oversee its strategic, operational, regulatory, and administrative functions. The CEO will be responsible for implementing the Board-approved business strategy, ensuring regulatory compliance, managing organizational resources, and representing the company before Da Afghanistan Bank (DAB), financial institutions, business partners, and other stakeholders.

The successful candidate will provide leadership to the management team and ensure that BarakatPay operates in a professional, compliant, transparent, and sustainable manner in accordance with applicable laws, regulations, and internal policies.

 

Key Responsibilities:

• Lead and manage the day-to-day operations of the company.
• Implement Board-approved strategies, policies, and operational plans.
• Represent the company before regulators, banks, partners, and relevant authorities.
• Coordinate with compliance, finance, operations, technology, legal, and audit functions.
• Ensure compliance with applicable laws, regulations, and internal policies.
• Support licensing processes, regulatory reporting, and official correspondence.
• Oversee customer, merchant, agent, and corporate service operations.
• Ensure effective internal controls, governance, and reporting mechanisms.
• Monitor operational performance, compliance matters, and financial results.
• Report significant issues and developments to the Board of Directors.
• Support recruitment, supervision, and development of management personnel.
• Maintain professional relationships with banks, telecom operators, vendors, partners, and institutional clients.
• Ensure confidentiality and protection of company and customer information.

Job Requirements:

• Bachelor's degree in Business Administration, Economics, Finance, Accounting, Law, Management, or a related field.
• Educational qualifications must be obtained from a recognized institution and officially recognized or verified by the Ministry of Higher Education of Afghanistan. Foreign degrees must be supported by an equivalency certificate issued by the Ministry of Higher Education.
• Minimum five (5) years of relevant management or leadership experience.
• Experience in banking, financial services, microfinance, payment services, telecommunications, exchange/sarafi businesses, corporate management, audit, or other regulated sectors is preferred.
• Good understanding of corporate governance, business operations, compliance, financial controls, and regulatory communication.
• Ability to effectively represent the company before regulators, financial institutions, partners, and senior stakeholders.
• Strong leadership, communication, decision-making, and organizational skills.
• Good written and verbal communication skills in English.
• Fluency in Dari and/or Pashto.
• Good computer skills including MS Word, Excel, email, and official correspondence management.
• High level of integrity, professionalism, confidentiality, and accountability.

Preferred Qualifications:

• Previous experience in a bank, EMI, PSP, fintech company, microfinance institution, telecom financial service provider, or regulated financial institution.
• Knowledge of AML/CFT, KYC/KYB, risk management, internal controls, and audit processes.
• Experience working with regulators, boards of directors, shareholders, and institutional partners.
• Experience establishing teams, managing large-scale operations, or launching new business initiatives.
