Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. 1307) and listed members with Agency Coordination Body for Relief and Development (ACBAR). Job Descriptions:

Objective:
The position holder will ensure safe and accurate external and internal payments according to the organization’s rules, regulations, and policies. She/he will maintain all cash handling in the office, the assigned record-keeping, and other clerical duties within the Finance Department.

Responsibilities:

  • Strictly Follow HSDO policies, procedures, compliance, and documentation requirements.
  • Provide the management with the required cash information.
  • Be responsible for payment upon approval of bills and invoices by cash after the receipts are thoroughly checked by Finance Manager.
  • Check the receipts for accounting codes, budget, and donors and auditors’ requirements when required.
  • Stamp (Paid) and calculate all the receipts and make sure that all the receipts are acknowledged by the recipient.
  • Be responsible for the follow-up of all the cash, advances, receivables, and liabilities of the organization.
  • Reconcile the cash book of different currencies with the petty cash in the safe on the regular basis.
  • Inform the management of the daily cash balance.
  • Enforce the implementation of HSDO financial regulation and procedure in the project activities (while processing documents).
  • Keep the office cash safe, safe keys, cash, and other assets in a secure and protected place.
  • Keep a record of all cash, bank, and advances, keep them updated, and reconcile them on daily and monthly basis.
  • Do cash counts on the weekly basis and whenever needed.
  • Print all payment vouchers and match them with the documents and files.
  • Ensure all required documents are attached; calculations are correct, and appropriate approvals and reviews are made before payment of any cash or bank payments.
  • Enter all transactions to the accounting software under the supervision of the Finance Department whenever required.
  • Code all expenditures following the organization’s standard chart of accounts, and budget codes. When required, he/she will be responsible to record the transactions into the accounting software on daily basis and ensure weekly review.
  • Match invoices/receipts with payment vouchers, GRN, and other required documents.
  • Ensure all taxes are withheld and paid.
  • Keep all the documents (related to the Finance Department) and reports are properly filed, labeled, and stored in a clear and easily accessible manner.
  • Be adaptable and flexible to take on new tasks and new assignments as requested from time to time.
  • Any other task assigned by the line supervisor or management.
Job Requirements:
  • Education: Degree in Busincess Administration, Economics, Finance and Accounting, Diploma in Accounting, or Diploma in Business Administrations. The higher degree will be preferred.
  • Experience: 04 years of experience in NGO or INGO is required.
  • Skills required:

  • Fluency in English language both spoken and written.
  • Fluency in local language, Pashto and Dari (spoken & written).
  • Advanced Computer Skills (MS. Word, Excel, and Outlook), use of internet, and other accounting softwares.
  • Reasonable communication and reporting skills is prefered.
  • Accounting skills and in general ledger, journal entries, cash management, cash book management, cash count and cash reconciliation.
  • Willingness to travel to HSDO offices and take temporary assignments
  • Ability to coordinate with other departments within the organization.
  • Respect the confidentiality of the organization.

Staff is clear on the role which is playing by focal points. The role includes Awareness raising/training for staff, stakeholders, and communities. Documenting who has signed for Example: Code of conduct, PSEA, GRM as well.

HSDO PSEA Committee need to decide whether the complaint should be directed to a different office within the organization, or to a different organization altogether. For example, complaints alleging economic impact as a result of corrupt procurement procedures may need to be referred immediately to the organization’s own internal audit department, and/or to an external anti-corruption office. Eligibility is often determined on the basis of four broad criteria:

  1. Does the complaint indicate that the program has caused a negative economic, social, or environmental impact on the complainant, or has the potential to cause such an impact?
  2. Does the complaint specify what kind of impact has occurred or may occur, and how the program has caused or may cause that impact?
  3. Does the complaint indicate that those filing the complaint are the ones who have been impacted, or are at risk of being impacted; or that those filing the complaint are representing the impacted or potentially impacted beneficiaries at their request?
  4. Does the complaint provide enough information for PSEA Committee to make a determination on the first three questions?
