2. Purpose of the Position
The Workforce Development Specialist will design, coordinate, and implement workforce development and skills-building activities under the project, with a focus on employability, SMEs and MSMEs support, and inclusive job creation for women, youth, returnees, IDPs, and other vulnerable groups.
3. Key Responsibilities
Workforce & Skills Development
- Design and implement workforce development strategies aligned with project objectives
- Assess labor market and skills gaps relevant to SMEs and MSMEs
- Develop and deliver training curricula on employability, technical skills, and soft skills
- Support beneficiaries with job readiness, workplace skills, and productivity improvement
SMEs & MSMEs Engagement
- Coordinate with SMEs and MSMEs to identify workforce needs
- Support enterprises in improving workforce productivity and retention
- Facilitate linkages between trained beneficiaries and local employers
Training & Capacity Building
- Organize and supervise vocational, on-the-job, and business-related training activities
- Ensure training approaches are inclusive, gender-sensitive, and demand-driven
- Monitor training quality and participant progress
Monitoring, Reporting & Documentation
- Track workforce development indicators and outcomes
- Contribute to project reports, success stories, and lessons learned
- Maintain accurate beneficiary and training records
Coordination & Compliance
- Work closely with the Project Manager and project team to ensure alignment with work plans
- Ensure compliance with donor policies, safeguarding standards, and organizational procedures
- Coordinate with local institutions, training providers, and community stakeholders
4. Required Qualifications & Experience
- Bachelor’s degree in Agriculture, Education, Business Administration, Economics, Development Studies, or related field
- Minimum 3–5 years of relevant experience in workforce development, vocational training, or livelihoods programs
- Experience working with SMEs and MSMEs and employment-focused projects
- Experience supporting women, youth, returnees, IDPs, or vulnerable populations
- Familiarity with donor-funded projects is an advantage
5. Required Skills & Competencies
- Strong facilitation and training skills
- Knowledge of labor market development and employability approaches
- Ability to work with diverse communities and stakeholders
- Strong coordination, communication, and reporting skills
- Proficiency in MS Office (Word, Excel, PowerPoint)
- Fluency in English and local languages (Dari/Pashto)
